National Highways acknowledges that an evidence-led approach has been adopted
for identifying housing and employment growth across South Warwickshire, in line with
both the Housing and Employment Development Needs Assessment (HEDNA) and
the 2024 NPPF Standard Method. Based on the HEDNA (and taking account of
existing commitments and an assumed windfall allowance) a “to find” figure of 15,532
dwellings is identified, whilst a “to find” figure of 28,257 dwellings is identified based
on the 2024 Standard Method. A residual need for 75-125 ha of employment land is
also identified for the period to 2045.
We note that 24 areas have been identified as locations for potential strategic growth
and that full use of suitable urban brownfield land will be made before development is
considered elsewhere which is welcomed.

We have reviewed the Interactive Map provided as part of this consultation which sets
out the locations of the 24 strategic growth locations. We note that there are a large
number of sites in close proximity to the SRN, including Sites SG01, SG02, SG03,
SG04, SG07, SG08, SG09, SG10, SG11, SG13, SG14, SG18, SG20, SG21, SG24,
with some of these sites also directly abutting the SRN. We acknowledge that the
scale and specific land use of these sites is yet determined and that further work will
be undertaken prior to the publication of the Regulation 19 Local Plan on the sites that
are proposed to be allocated.
We expect that all of the sites identified will be accompanied with a suitable transport
evidence base. Any potential site that is anticipated to have an impact on the SRN in
the area is recommended to be subject to consultation with National Highways, and
appropriately assessed in line with the Department for Transport (DfT) Circular
01/2022 to determine the extent of their potential impacts on the SRN in the area.
Depending on the scale of likely impact on the SRN in the area, the
applicant/developer may need to identify suitable mitigation measures (if required).
It is to be noted that the cumulative impact of the proposed site allocations also needs
to be assessed in line with the Circular for understanding the likely traffic impacts on
the SRN in the area in terms of capacity & safety and identifying any possible
mitigation measures (if required).

Do you agree with the approach laid out in Draft Policy Direction 2 - Potential New Settlements?

In addition to the 24 Strategic Growth Locations, we note that potential New Settlement
locations may also contribute to South Warwickshire’s development needs. 12
potential new settlement locations have been identified through the Issues and
Options consultation and further evidence gathering, which have been categorised as
more or less suitable based on the work undertaken to date. As is the case with the
strategic growth locations, based on our review there are a number of new settlement
locations in close proximity to the SRN (and in some cases abut the network) including
sites G1, X1, X2, BW, B1, C1, A1, A2. Out of these sites, B1, X2 and BW are deemed
to be “More Suitable” with other sites categorised as “Less Suitable”.
We note that the Council intend to carry out further work to determine the
appropriateness of the potential new settlements to accommodate significant growth
in a sustainable manner, and this should include the development of a robust transport
evidence base as outlined in response to the question above.

We note that the SWLP will identify a number of small sites to ensure a provision of a
5-year housing land supply and meet the requirement in the NPPF for at least 10% of
the housing requirement to be accommodated on sites no larger than one hectare.
Whilst no further detail is provided on the specific location of these sites at this stage,
based on the information available we consider that these sites are unlikely to impact
upon the operation of the SRN and have no further comments.

We welcome the Council’s commitment to engaging with the duty to co-operate with
neighbouring housing market areas (HMAs) including Coventry and Warwickshire
HMA and the Greater Birmingham and Black Country HMA to accommodate ‘unmet
need’ as required. We note that it is yet to be established to what extent and what
uses (eg. housing and/or employment) there may be for South Warwickshire to accommodate and we would welcome further detail on this (along with a supporting
evidence base) as and when any unmet need is defined.

Do you agree with the approach laid out in Draft Policy Direction 5- Infrastructure Requirements and Delivery?

We welcome the fact that the South Warwickshire Local Plan aims to ensure that there
is sufficient and appropriate infrastructure to meet future needs and we look forward
to working with the Council in this regard to maintain the safe and efficient operation
of the SRN whilst supporting development growth.
We note that an Infrastructure Delivery Plan (IDP) has been published alongside the
Preferred Options document which considers the performance of existing
infrastructure, existing planned investment and implications of future growth on
infrastructure requirements. The IDP is a live document which will be updated as the
Local Plan progresses. We have reviewed the IDP and welcome the fact that National
Highways is listed as a key stakeholder. However, we note reference to the name
“Highways England” and recommend that this should be updated to National
Highways throughout the document.
At this stage of the Local Plan development, the IDP does not contain detail on any
specific transport infrastructure improvements which may be required to support future
growth. As a key stakeholder we will look forward to working with the Council in
identifying future transport infrastructure requirements and updating the IDP as
required.

Do you agree with the approach laid out in Draft Policy Direction 6- Safeguarding land for transport proposals?

We welcome the principle of this Draft Policy Direction to safeguard land for future
transport infrastructure schemes. We note that an indicative schedule of protected
schemes required to support the delivery of the overall spatial growth strategy for
South Warwickshire. This includes improvements at A46 junctions with the A422 and
A46/A3400 and at M42 J3a. It is stated in the Draft Policy Direction that the schedule
will be considered through consideration of transport modelling (which will be required
to support the transport evidence base) and we acknowledge this approach.
