We note that two principal potential strategic employment site locations have been
identified in the South Warwickshire Employment Land Study (2024) which would
meet the strategic need of providing up to 125 ha of employment land. Both of these
sites at least partially border the SRN, with the Land at Red House Farm site for 121
hectares abutting the M40 and the Wedgnock Park Farm site for 141 hectares
bordering the A46.
These large sites would likely have a significant impact on the operation of the SRN
and would need to be supported by a detailed transport evidence base to determine
impacts and potential mitigation requirements. The Draft Policy Direction also
references the proposal for the existing 100 hectare JLR allocation at Gaydon to be
released to the wider market for strategic manufacturing uses and small-scale logistics
and the impact of this proposal would also need to be appropriately assessed to
determine impacts on the nearby M40. It is noted in the document that further work
will be done prior to the next stage of the SWLP to help to determine the sites put
forward for allocation and this is welcomed.

We have no specific comments to provide on the Core Opportunity Areas at this stage,
although welcome the focus on improving public transport and active travel measures
as a means of creating capacity on the area’s road network.

Do you agree with the approach laid out in Draft Policy Direction 14- Major Investment Sites (MIS)?

We note that this Draft Policy Direction sets out the locations of nine Major Investment
Sites across South Warwickshire. We understand that these sites will be protected for
employment uses and will be the main focus of new employment development across
the Plan period. The quantum of development planned for these sites is yet to
determined, however based on their locations it is likely that MIS.1 Gaydon, MIS.4
South of Coventry area, MIS.6 Stoneleigh Park and MIS.7 University of Warwick Main
Campus may lead to impacts on the operation of the SRN which will need to be
appropriately considered as part of the transport evidence base for these sites.

National Highways agrees with the approach for renewable energy generation and
storage in principle. However any site which comes forward in close proximity to the
SRN would be subject to a full review and consultation with National Highways.

SRN would be needed to submit a flood risk assessment and drainage strategy to be
reviewed and agreed prior to planning permission being granted.

We welcome this Draft Policy Direction and its alignment with NPPF guidance for all
developments that generate significant amounts of movement to provide a Travel Plan
and for the planning application to be supported by a Transport Statement or Transport
Assessment to determine the impacts of the proposal. This will help to ensure that a
robust transport evidence base is established and appropriate mitigation identified
which will help to safeguard the operation of the SRN.
