We fully support the Vision and Strategic Objectives, with the understanding that housing development must attract effective investment in key infrastructure. The Local Planning Authority and its elected members will need to ensure this, as anything less will undermine the SWLP's Vision and Strategic Objectives.
It is imperative that a significant modal shift in transportation takes place. This necessitates a change in approach by the Local Transport Authority, where roads are not the preferred or exclusive solution.

The rail system holds the key to facilitating responsible housing expansion, particularly in areas surrounding both new and existing stations. However, for rail to fulfil this transformative role, it
must be underpinned by strong passenger service levels and seamless connectivity to central metropolitan areas.
If the SWLP is to permit these spatial developments, it must commit to requiring investment in the rail infrastructure. This not only supports sustainable living environments but also ensures
that we can effectively manage future growth while safeguarding our communities and the environment.
The South Warwickshire Local Plan must resolutely prioritise securing investment where there is spatial and/or large-scale development to ensure there is no diminution in existing services
while crucially enable a dynamic and interconnected future.
Without investment in the rail infrastructure (which must include both capital infrastructure and services) the two areas defined as SG23 and SG24 are opposed.

The Long Marston Airfield Garden Village (LMAGV) and adjacent Meon Vale developments are only sustainable communities if the Stratford-Long Marston-Honeybourne railway line is reinstated immediately. The benefits were key points in the 2016 expression of interest and crucial in securing Garden Village status. The concept is incoherent if this is not brought forward. The Core Strategy inspector's report stated that the rail ink would "provide a long-term solution to the town’s traffic congestion".
The 2020 report by Transport for New Homes highlighted LMAGV in particular as a settlement which will be car-reliant and generate distressing levels of traffic. Projected housing growth in the Long Marston hinterland is 6,087 homes for approximately 25,000 people. The Long Marston Airfield Garden Village proposes 3,500 homes for over 8,750 residents, while Meon Vale plans 1,430 homes, including 380 on the adjoining Codex site in Worcestershire.
The SWLP’s proposal to expand the LMAGV site to potentially accommodate 10,000 homes - pushing the population of the Stratford-Long Marston-Honeybourne corridor to
85,000 - intensifies the urgency of appropriate rail services to address car dependency, traffic congestion, and the environmental amenity of the area.

The 2024 Stratford-Honeybourne SOBC Refresh rail study needs to be incorporated into the Infrastructure Delivery Plan. This integration is essential for securing developer contributions towards the rail link, which is a critical component of the emerging Worcester-Parkway-Evesham-LMAGV-Stratford-Hatton-Warwick-Leamington (A46 corridor) development arc, as outlined in the final report.
By including this study in the plan, the South Worcestershire Local Plan (SWLP) can effectively mobilise the necessary funding and resources to improve transportation infrastructure. This is vital to accommodate the current and future growth in the region, which is critical to achieving sustainability and fulfilling the vision and strategic objectives of the SWLP.
