Do you agree with the approach laid out in Draft Policy Direction 2 - Potential New Settlements?

Crynodeb o'r Gynrychiolaeth:

No, we fail to understand why some of the specific new settlement locations have been chosen and how disconnected they are from the Call for Sites exercises. We would also question the integrity of inviting further Call for Sites submissions where none were previously submitted. Were prospective new settlements to be identified then they should not only have drawn on the Call for Sites results but, also have considered the site of former RAF Honiley as a potential location. Our clients regard this omission as serious and unjustified.

Do you agree with the approach laid out in Draft Policy Direction 3- Small Scale Development, Settlement Boundaries and Infill Development?

ID sylw: 98402

Derbyniwyd: 06/03/2025

Ymatebydd: Holly Farm Business Park

Asiant : The Tyler Parkes Partnership Ltd

Crynodeb o'r Gynrychiolaeth:

Smaller scale developments fulfil a significant role in meeting future needs and given as much importance as strategic allocations. Existing settlement boundaries should be reviewed and consideration given to creating new boundaries in those settlements without them.

The changes to the approach on Green Belt in the December 2024 NPPF update need to be fully taken on-board, including the fact that the land at Holly Farm Business Park expansion (Sites 239 and 530) can be considered as Grey Belt.

Do you agree with the approach laid out in Draft Policy Direction 4- Accommodating Growth Needs Arising from Outside South Warwickshire?

ID sylw: 98405

Derbyniwyd: 06/03/2025

Ymatebydd: Holly Farm Business Park

Asiant : The Tyler Parkes Partnership Ltd

Crynodeb o'r Gynrychiolaeth:

There is a need for greater certainty and quantification on meeting cross-boundary needs. The suggestion in the Policy Direction for the capacity to be identified on reserve site released only when supply in the source area falls below 5 years is unworkable. Also, this forgets that some of the requirement might be for employment development. The strategic proximity of Holly Farm Business Park to the conurbation and Coventry is well-placed to help meet any such shortfall.

Do you agree with the approach laid out in Draft Policy Direction 5- Infrastructure Requirements and Delivery?

Crynodeb o'r Gynrychiolaeth:

"Once finalised, the IDP will include an Infrastructure Delivery Schedule for each district that provides details of specific infrastructure requirements identified in the Local Plan. This IDP remains 'a live document' and the Local Planning Authorities will continue to work with infrastructure providers and other stakeholders to refine its contents up to submission of the Local Plan."

Important points on this:
(1) this statement implies the critical technical work to justify the plan is not in place, and
(2) why should the IDP being 'live' only apply up to submission and not be continuous even post adoption?

Do you agree with the approach laid out in Draft Policy Direction 6- Safeguarding land for transport proposals?

ID sylw: 98434

Derbyniwyd: 06/03/2025

Ymatebydd: Holly Farm Business Park

Asiant : The Tyler Parkes Partnership Ltd

Crynodeb o'r Gynrychiolaeth:

*Transport infrastructure appears to trump all other infrastructure types which are just as, if not more important, to ensuring quality of life.
*The pattern of development is over-reliant on strategic level growth requiring large-scale infrastructure projects.
*Development at Holly Farm Business Park can be achieved in the short term without reliance on strategic transport improvements with improvements to the local highway network secured through development.
*Through reference to Figure 9 the suggestion is that there is too high a focus given to transport considerations in the emerging plan and that this might unduly constrain economic growth.

Asiant : The Tyler Parkes Partnership Ltd

Crynodeb o'r Gynrychiolaeth:

* The consultation has been overtaken by events in light of the December 2024 NPPF and should be rerun at a later date taking account of responses. This would also enable, for example, detailed policy wording to be added.
* Notwithstanding that, it is clear that an analysis of the purposes of Green Belt for the land identified at Holly Farm Business Park for potential development would not contribute strongly to purposes a), b) and d) of Green Belt.

Do you agree with the approach laid out in Draft Policy Direction 9 - Using Brownfield Land for Development?

ID sylw: 98447

Derbyniwyd: 06/03/2025

Ymatebydd: Holly Farm Business Park

Asiant : The Tyler Parkes Partnership Ltd

Crynodeb o'r Gynrychiolaeth:

It is clear from Figure 5 of the consultation document that the Jaguar Land Rover site at Fen End falls within Spatial Priority Area 1 within adjoining land at the former Airfield defined as Spatial Priority 2. In this context, the ‘sifting out’ of the opportunities at Holly Farm Business Park that fall within the confines on the former airfield at RAF Honiley is not justified. The decision should be reversed.

An historic map showing the extent of the former RAF Honiley is attached.

Crynodeb o'r Gynrychiolaeth:

To provide certainty the planning process should focus on:

• the level of growth required - housing and employment
• how this should be accommodated, urban/ rural, small, medium and strategic level growth including a possible new settlement(s)
• a 2-part plan
• identify and carry out settlement boundary reviews
• embrace Green/Grey Belt including suitability of sites 239 and 530 at HFBP
• infrastructure ‘in the round’ taking full account of the move to zero emission vehicles, and
• 20-minute neighbourhoods in urban and rural areas alike, including potential housing growth/ new settlement at the former RAF Honiley airfield.
