No, the concept seeks to spatially link together a number of strategic locations that are not closely linked. This appears to be the case in an attempt to justify all of the strategic allocations. In reality the links between Warwick/Leamington, Kenilworth with Coventry are strong and meaningful but the attempt to link across from Gaydon to the Bidford area far less so. The Core opportunity Area should be reviewed.

Strategic level growth must be encouraged and accommodated but the current consultation appears pre-occupied with this. It is telling that there is no policy related to non-strategic employment growth. It is also not appropriate for the plan to direct non-strategic growth to strategic allocations since this is not likely to be attractive to many SMEs.
Is Stoneleigh Park an existing Major Investment Site? Its historic use predominantly as a venue for major events and exhibitions is different and should not place it higher in the ‘pecking order’ than other employment locations such as Holly Farm Business Park.

It is noted that the Policy Direction indicates the following “Allocations specifically for affordable office space will be explored in the Reg.19 version of the SWLP, and we will explore commissioning further evidence as to how affordable office space could be secured prior to the Reg.19 consultation of the SWLP.” This is happening in the context of further growth at Holly Farm Business Park being ruled out. In these circumstances to move straight to the Regulation 19 version of the plan to provide further clarity is inappropriate as this would be without proper engagement and consultation.

The potential for growth at former airfields should be considered including that at the former RAF Honiley airfield. JLR have a facility on this site and the existing Holly Farm Business Park and all of the land identified for potential expansion is within the former airfield. Although the land lies within the Green Belt its brownfield status and weak contribution to purposes a), b) and d) of Green Belt means it should be actively considered.

HFBP provides this type of accommodation and expansion proposals designed to enable provision of larger units and accommodation to encourage companies to grow whist staying part of the business community. The removal of Holly Farm Business Park from consideration in the plan is inexplicable. In the Policy Direction, the suggestion that larger sites should provide some smaller accommodation seems naïve, focussed again towards bigger sites and developers. It also appears to be equating the provision of business accommodation with affordable housing policies. Employment and housing are different and need to be treated in accordance with economic reality.

Community facilities and services contribute to the sustainability of communities, and that planning should enable the retention and development of accessible local services and community facilities, however, the wording does not encourage the development of accessible local services and community facilities and its remit should be broadened appropriately in situations where the paucity of community facilities may unduly restrict other development opportunities. At HFBP its potential expansion could support complementary housing development and facilities and services, including buses, locally possibly in the form of a new settlement based around the former RAF Honiley airfield.

* Flexibility should be introduced into the policy direction to require sustainable transport accessibility wherever possible.
* It is no longer appropriate to rely solely upon surveys of the physical infrastructure, such as access to transport.
* It is now more appropriate to also consider the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in work and behavioural patterns.
