The Plan needs to demonstrate specific, deliverable sites for five years following the intended date of adoption (anticipated to be 2028-2033). The Plan needs to allocate specific deliverable sites to accord with paragraph 72 of the National Planning Policy Framework. Proposed changes required to ensure soundness: identify and allocate small and medium scale sites as part of the draft plan. One such site is Makestone Strategic Land’s site at Ashow (2024 Housing and Employment Land Availability Assessment [HELAA] ref. 193.

The most effective way to secure the delivery of Self and Custom Build (SCB) homes to meet identified needs is to allocate specific sites designed to cater for such homes. This will ensure a positively prepared plan which is effective and deliverable in accordance with NPPF tests of soundness 36(a) and (c). Makestone Strategic Land’s site at Ashow can provide a readily available and feasible site for the SWLP to allocate self and custom build homes, in a location which will be desirable those seeking an individual plot.

This is a Site that should clearly be allocated as part of the draft plan for circa 10 homes (subject to masterplanning) recognising that Sites such as this will be required to secure a deliverable supply of sites for housing for the first 5 years of the plan period. The Site constitutes grey belt, which should be considered following previously developed land, under the hierarchy established in NPPF148.
We raise into question the utility and methodology of a number of the HELAA results, as outlined.

Whilst Makestone Strategic Land is not directly opposed to the proposed strategic growth locations or new settlements put forward, it is considered that a mixture of options is to be required to meet the needs of South Warwickshire’s communities. In addition, the provision of a mix of sites including smaller-medium site allocations in rural communities reflects the objectives of NPPF61, 72 and 73. In particular, such sites will have much faster completion rates than the proposed SGL and New Settlement allocations.

The Vision is appropriate in so far as to how it intends to meet South Warwickshire’s sustainable development needs. But South Warwickshire is not an island, and the Vision should recognise that there are unmet development needs outside of South Warwickshire that may need to be met within South Warwickshire. Housing should be located where it will enhance or maintain the vitality of rural communities. Planning policies should identify opportunities for villages to grow and thrive.
