It is considered that setting a requirement or standards for all large-scale sites (over 100 dwellings) to deliver an element of custom built homes can cause significant difficulties. Alternatively, custom build plots would be more appropriate to specific smaller scale sites, which can be included as part of neighbourhood planning.

Richborough do however welcome the flexibility within the policy wording allowing market housing to come forward should there be no interest in the self-build plots after a period of marketing

Richborough generally supports the need to utilise low carbon heating for new development. The 2025 Future Homes Standard (FHS) and Future Buildings Standard (FBS) Consultation (2023) set out requirements which will significantly reduce the energy demand of new homes and buildings, this will reduce the thermal demand of new development.

It is however considered that further consideration needs to be given, specifically in relation to feasibility and suitability, to such policy requirements that go beyond current national policy and guidance.

Draft Policy Direction 22 as currently drafted goes against national Government guidance and further work is required to demonstrate that such an approach is viable.

The SWLP should consider the policies within the existing Warwick District Council’s Net Zero Development Plan Document, which requires development to achieve Net Zero Carbon in operation and aligned with the Governments’ The 2025 Future Homes Standard (FHS) and Future Buildings Standard (FBS) Consultation (2023) along with the 2023 Written Ministerial Statement, which includes information on setting requirements which exceed the requirements of Building Regulations.

Richborough support the SWLP’s ambitions to measure and reduce the embodied carbon of development within the SWLP area. However further evidence is essential to demonstrate that such requirements are viable.

It is noted that the Government intend to set future national targets for embodied carbon emissions through amendments to Building Regulations. This would circumvent the need for policy requirements.

The policies within WDC's existing Net Zero DPD and supporting SPD require the consideration and reduction of upfront embodied carbon, without setting a specific target at this stage. Richborough consider that this would be reasonable approach for the SWLP.

Richborough broadly supports the proposals in the ‘A Climate Resilient and Net Zero Carbon South Warwickshire chapter’ however, further consideration is required with regards to national policy requirements and viability.

The plan period for the SWLP is 25 years, and over this time national policy will change significantly as will the viability and feasibility of such schemes once new technologies become available and more cost efficient. The SWLP needs to allow room for these potential changes without also placing onerous and unviable restrictions on development that will take place in the shorter term.
