The approach to the provision of strategic employment land in Draft Policy Direction 1 is flawed. It deals partially with the requirement, considering only OA8 (M40 corridor) when a contribution should also be made to meeting the further requirement in OA9 (M42 corridor). Such an allowance should be introduced into the requirement to be met in South Warwickshire. See full representation in submitted report and appendices.

The approach in the HELAA to assessing potential sites for strategic employment land is flawed. It also needs to be reconsidered comprehensively to take into account new policy and guidance around Grey Belt. More appropriately applied a site selection methodology for strategic employment land would consider positively the land promoted south east of Junction 3 of the M42 which is eminently suitable and immediately deliverable for strategic employment development, meeting a specific requirement not otherwise addressed, and offering significant benefits. A clear strategic employment land requirement exists that might best be met in part through development within South Warwickshire, specifically at M42 Junction 3. This is ignored by the emerging Plan. There is no prospect of this strategic employment requirement being addressed in the foreseeable future through planned development. The potential locations offered by the emerging Plan for strategic employment are inferior and not immediately available or readily deliverable. Land at Junction 3 should be allocated to help meet a specific requirement in a highly rated location, offering immediate availability for development and other important benefits.
