The plan should recognise the potential for smaller scale developments to fulfil a significant role in meeting future growth needs. This should be quantified and given as much importance as strategic allocations.
It is important to stress that the changes to the approach on Green Belt in the December 2024 version of the NPPF needs to be fully taken on-board, including the fact that Elmhurst Farm (Site 518) can be considered as Grey Belt.

There is a need for greater certainty and quantification on meeting cross-boundary needs. The suggestion in the Policy Direction for the capacity to be identified on reserve sites released only when supply in the source area falls below 5 years is unworkable. Also, this forgets that some of the requirement might be for employment and other development. The proximity of Elmhurst Farm to the conurbation is well-placed to help meet any such shortfall.

Our client considers there are some important points to make on this:
(1) this statement implies the critical technical work to justify the plan is not in place, and
(2) why should the IDP being 'live' only apply up to submission and not be continuous even post adoption?

There is concern this policy direction implies that transport infrastructure trumps all other infrastructure types with other types of infrastructure dealt with as after-thoughts.
If the pattern of development is over-reliant on strategic level growth that requires too many large-scale infrastructure projects to deliver it, then the scale of growth might be constrained.
Leisure and community development at Elmhurst Farm can be achieved in the short term without reliance on strategic level improvements to the transport network.
There is too high a focus given to transport considerations in the emerging plan.

The consultation report appears to be saying the consultation has been overtaken by events and should be rerun at a later date taking account of responses? This would enable, for example, detailed policy wording to be added.
Notwithstanding that, it is clear that an analysis of the purposes of Green Belt for the land identified at Elmhurst Farm for potential development under Site 518 in the HELAA B analysis would confirm that the site is Grey Belt and therefore its development would not be considered to be inappropriate.

The proposals need to focus on:
• the level of growth required - housing and employment
• how this should be accommodated, urban/ rural, small, medium and strategic level growth
• a single rather than 2-part plan
• identify and carry out settlement boundary reviews or establish where appropriate
• embrace the December 2024 NPPF update especially Grey Belt sites such as site 518 at Elmhurst Farm.
• embrace infrastructure ‘in the round’ taking full account of the move to zero emission vehicles
• deploy development to help achieve 20-minute neighbourhoods in urban and rural areas alike.

It is noted that this policy confirms that community facilities and services contribute to the sustainability of communities, and that planning policies and decisions should enable the retention and development of accessible local services and community facilities, however, the wording of the policy does not encourage the development of accessible local services and community facilities and therefore its remit should be broadened appropriately. This is particularly important in situations where community facilities or lack thereof may be restricting other development opportunities.

Development should aim to be accessible by sustainable transport, but with large numbers of rural settlements, this is not always possible. Flexibility should be introduced to require sustainable transport accessibility wherever possible.
It is no longer appropriate to rely solely upon surveys of the physical infrastructure, such as access to transport, albeit that Site 518 is close to Wootton Wawen and transport facilities therein. It is instead appropriate to also consider the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in work and behavioural patterns.
