Crynodeb o'r Gynrychiolaeth:

The National Planning Policy Framework (2024) emphasises that local plans should meet housing needs sustainably. St Philips support the proposed Vision and Strategic Objectives for South Warwickshire but are disappointed by the omission of unmet housing needs from neighbouring authorities which undermines the plan's adherence to the NPPF. The SWLP needs to address the substantial unmet housing demand in the Greater Birmingham and Black Country Housing Market Area. Strategic Objective 2 should explicitly recognise this issue to ensure a positive approach to addressing cross-boundary housing needs.

Crynodeb o'r Gynrychiolaeth:

St Philips recognise the SWLP's need to address the housing requirements set out in the revised Standard Method, which indicates an increase of approximately 12,725 dwellings compared to the HEDNA. Local Plans must meet at least 80% of the local housing need by March 2025. St Philips believe the SWAs should aim for about 54,700 dwellings from 2025 to 2050, ensuring flexibility in land supply to adapt to changes. A buffer of 10-20% above the housing requirement is essential to accommodate potential delivery issues and unmet needs from neighbouring authorities.

Crynodeb o'r Gynrychiolaeth:

St Philips support the proposed 'Sustainable Travel and Economy' Spatial Growth Strategy to address housing needs in South Warwickshire and the Greater Birmingham area. Directing growth to both urban areas and rural settlements, like Studley, is crucial for sustainable development. Studley is well-equipped with services and infrastructure, making it a suitable location for housing. St Philips advocate for their site at Brickyard Lane, which can deliver around 50 homes and aligns with NPPF objectives for sustainable patterns of development. The site has no known constraints and should be considered for allocation in the next SWLP iteration.

Crynodeb o'r Gynrychiolaeth:

St Philips believe the land at Brickyard Lane Studley, assessed under Site Reference: 337, is suitable for short-term development if allocated in the SWLP. St Philips affirms the Site is 'suitable, available, and achievable' without environmental or technical constraints. We plan to submit a full planning application before the Examination in Public, aiming for delivery within the first five years of the SWLP period. Additionally, St Philips is committed to sustainable growth and will provide further technical work to address any potential negative impacts from development.

Crynodeb o'r Gynrychiolaeth:

St Philips recognises the need for new sites, including New Settlements, to meet housing demands in the SWLP area. The NPPF emphasises that plans must be aspirational yet achievable and based on reasonable evidence. It is crucial for the SWAs to test alternatives for housing distribution early on and to assess site viability during planning. St Philips support the exploration of New Settlements, but also emphasise that they cannot solely address the SWLP’s needs, and a variety of suitable sites are essential for timely housing supply.

Crynodeb o'r Gynrychiolaeth:

St Philips welcome the acknowledgement by the SWA that the SWLP may need to address unmet housing needs from neighbouring authorities. However, St Philips have concerns about the SWLP's approach, which appears to defer addressing these needs until they are explicitly defined and linked to 'reserve sites' that have not yet been identified. Given the urgency of the situation in the GBBCHMA, the SWLP should make provisions for these unmet needs upon adoption. It is clear that a significant shortfall exists, and St Philips believe the SWLP can sustainably contribute to meeting these needs now.

Crynodeb o'r Gynrychiolaeth:

St Philips agree with the SWA's approach to requiring developments to contribute to infrastructure delivery, ensuring they mitigate their impacts appropriately. Contributions must be necessary, directly related, and proportionate to the development. It is essential that the Infrastructure Delivery Plan identifies the necessary infrastructure for proposed allocations, especially for SGLs or New Settlements. Furthermore, planning policies must be clear and consider the economic viability of sites, supported by a Viability Assessment that tests the impact of policies and infrastructure on site viability, including any Community Infrastructure Levy.

Crynodeb o'r Gynrychiolaeth:

Green Belt boundaries should only be altered under exceptional circumstances, as outlined in the NPPF. South Warwickshire lacks sufficient brownfield land and optimising densities is unlikely to meet housing needs, indicating such circumstances exist. The site at Brickyard Lane was assessed in the Green Belt Review and deemed to have a moderate overall contribution to Green Belt purposes. St Philips argue that this site should be considered 'Grey Belt' due to its lower performance against Green Belt purposes, and its location near essential services makes it suitable for development. Prioritising this site aligns with the NPPF's guidance.

Asiant : Lichfields (Birmingham)

Crynodeb o'r Gynrychiolaeth:

St Philips agree that planning policies should reflect the housing needs of different groups, including those needing affordable housing, as outlined in the NPPF. Evidence must underpin these policies, ensuring clarity and economic viability. The SWAs have yet to specify affordable housing requirements, which should be tested through a Viability Assessment to maintain the Local Plan's deliverability. St Philips support incorporating a viability caveat in the affordable housing policy, allowing flexibility for developers in response to changing economic conditions, as emphasised in the NPPF.

Do you agree with the approach laid out in Draft Policy- A- Providing the Right Size of Homes?

ID sylw: 105104

Derbyniwyd: 27/02/2025

Ymatebydd: St Philips

Asiant : Lichfields (Birmingham)

Crynodeb o'r Gynrychiolaeth:

St Philips support the SWA's efforts to enhance housing standards through the Nationally Described Space Standards (NDSS), but emphasise the need for adequate justification for this requirement. The NPPF highlights the importance of relevant, up-to-date evidence to support planning policies, considering economic viability and the deliverability of the Local Plan. St Philips suggest the SWA produce a Topic Paper to evidence the necessity for NDSS and conduct a Viability Assessment to evaluate the impact on site viability. This evidence is essential to ensure the proposed policy approach is sound.
