Strategic Growth Location SG24 Question

We support the inclusion of Strategic Growth Location SG24 – Hockley Heath in the plan, recognising it as a sustainable settlement despite most of it being outside Warwick District. The village has essential services such as shops, a primary school, and recreational facilities within walking distance. Although Solihull Borough Council has withdrawn its Local Plan, it previously identified Hockley Heath for growth, including 90 dwellings. Land owned by GR No 18 Ltd has been allocated for residential development, and a Vision Document and concept masterplan have been submitted to confirm its immediate availability for development.

It is noted that the Strategic Growth locations will include a mixture of Green Belt and non-Green Belt locations. Consideration should also be given to sites that would be considered as ‘Grey Belt’ as per the definition set out in the latest NPPF.

In the context of site ref: 596 – Aylesbury Road, Hockley Heath, Godwin Developments are supportive of this site being considered suitable for allocation in a Strategic Growth Location. Whilst it is acknowledged that land north of the site is also included in the Strategic Growth Area, Godwin Developments consider that these sites can and should be developed independently. The Masterplan contained within the Vision Document identifies how this can be developed whilst taking into consideration its surrounding context. Further details about the HELAA are contained representations submitted by Godwin Developments.

However, Officers need to be mindful that the Solihull Draft Local Plan was withdrawn last year in part due to issues relating to unmet needs from the wider housing market areas. Therefore, it is imperative that officers continue to engage with their counterparts at other Councils to discuss cross boundary issues.

Godwin Developments acknowledge and accept that all new development must provide appropriate on and off-site infrastructure. However, it is contended that the level of infrastructure should be relevant and proportionate to the development being considered by the Local Planning Authority. Requests for contributions should be based on evidence otherwise this can have negative consequences relating to viability and therefore affect the deliverability of development.

Godwin Development acknowledge the approach taken in Draft Policy Direction 7 regarding Green Belt. It is important that sites considered to be ‘Grey Belt’ should be reflected within the context of this emerging policy.

As acknowledged previously, Godwin Developments land interest in Hockley Heath has previously been allocated for development in the Warwick Local Plan whilst being washed over Green Belt. Furthermore, to help support the site going forward a Grey Belt Assessment has been prepared and submitted with these representations. This report concludes that the site is considered to qualify as a ‘Grey Belt’ site.

Godwin Developments acknowledge the policy direction regarding density of development. Whilst it is accepted that optimising density can provide social, economic and environmental benefits, it is contended that the density of development should also consider a range of prevailing factors including the surrounding context of the site, character and extent of development in the surrounding area.

This approach has been followed in relation to our land interests at Aylesbury Road, Hockley Heath.

Godwin Development acknowledge the suggested approach in Draft Policy Direction 9 however it is imperative that the plan takes a holistic approach and should not rule utilising other sources of land which are considered to be in sustainable locations.

In this regard, it is noted that the capacity to utilise brownfield land across both districts is limited and therefore other sources of land will be utilised.
