We acknowledge the policy direction on housing tenure and types needed in both Districts, but note that discussions often focus on affordable housing. While its provision is crucial, we believe you must also consider other tenures and property types based on site context. For instance, at Aylesbury Road in Hockley Heath, the adjacent site has open market dwellings, suggesting a similar approach could be appropriate. Ultimately, we will adhere to the guidance established through the emerging Local Plan.

Godwin Developments acknowledge the requirement for custom and self-build housing plots. It is understood that both Warwick District and Stratford-on-Avon District Council have both published reports which highlight the demand and need for such sites.

The requirement of 5% on “large developments” of 100 dwellings or more is acknowledged. However, Godwin Developments would note caution if this approach is going to be apportioned to the Strategic Growth Locations. Within the specific context of Godwin Developments land interest at Aylesbury Road, whilst this site forms part of a larger SGL, it is contended that it can be developed independently for approximately 30-40 units. In this scenario, provision of custom build and self-build plots may not be suitable to this particular site.

Do you agree with the approach laid out in Draft Policy Direction-22- Net Zero Carbon Buildings?

Godwin Developments acknowledge the policy direction as set out in Draft Policy Direction 22 regarding Net Zero Carbon Buildings. It is noted that this policy appears to be following the directions set by Building Regulations Part L 2021, Future Homes Standard (FHS) and Future Building Standards (FBS).

It is noted that Warwick District have already adopted a Net Zero Carbon DPD which brought forward the FHS and FBS by including these standards in the DPD and therefore sets standards for current schemes.

Do you agree with the approach laid out in Draft Policy G- Climate Resilient Design?

Godwin Developments acknowledge the approach as set out in Draft Policy G regarding climate resilient design. It is important that new schemes are designed to minimise and prevent overheating and avoid the need for mechanical ventilation.

It is noted that all proposals for new development will be required to complete a climate change checklist to demonstrate how climate change risk has been addressed in their design. Instead of this being a separate document, would it not be more appropriate that these details are including in Design and Access Statements or Energy Statements which form part of the validation checklist? It is important that we seek to streamline the amount of information that is being presented in planning applications. This would be beneficial for both the planning officer and the general public who are reviewing these documents.

Godwin Developments have no concerns regarding the approach laid out in Draft Policy – H – Water Efficiency. However, it is contended that the proposed water efficiency standard should be reflective of the requirements as set out in building regulations i.e. 125litres per person per day. This would provide a consistent approach between planning and building regulations.

Do you agree with the approach laid out in Draft Policy- I- Water Supply and Wastewater Infrastructure?

Godwin Developments acknowledge that there should be an adequate water supply to serve existing and new developments. However, it is important that applicants are given clear and concise guidance from Lead Local Flood Authority and statutory undertakers on this matter. There is a concern on current applications regarding the time it takes to receive guidance on these matters which causes unnecessary delays to planning applications.

With respect to Land at Aylesbury Road, Godwin Developments have been engaging with Severn Trent Water and those discussions have confirmed that there is a suitable connection point for foul sewage to serve this development.

Godwin Developments agree that new development should be prioritised to areas of lowest flood risk. As set out in the Vision Document accompanying these representations, it is noted that land at Aylesbury Road is located entirely in Flood Zone 1 and therefore considered to have low probability of flooding from fluvial sources. Furthermore, it is noted that the risk of surface water flooding is “very low”.

Godwin Developments acknowledge that all development should include high quality sustainable drainage systems.

With regards to Land at Aylesbury Road, the Vison Document states that the site would benefit from a site specific surface water drainage strategy which follows the principles of sustainable drainage. This strategy will ensure that all the surface water falling onto the site is managed and controlled, including the use of an attenuation basin, before being discharged to the environment at a controlled rate. As noted previously Severn Trent Water have already confirmed that there is suitable connection point to serve this site.

Godwin Developments acknowledge the policy direction laid in Draft Policy Direction – 25 – Strategic Design Principles. It is important that a high standard of design is incorporated as this has long lasting benefits for the development and its impact on the surrounding locality.

With regards to Godwin Developments land interests at Aylesbury Road it is contended that the site is in a sustainable location and is in walking distance of a range of services and facilities within the village. The Masterplan as contained in the Vision Document recognises and utilises an existing Public Right of Way that crosses the site. This feature has been incorporated into the concept Masterplan and follows a similar approach to that followed on the neighbouring Aylesbury Park scheme.
