Do you agree with the approach laid out in Draft Policy Direction 10- Providing the Right Tenure and Type of Homes?

Consideration should be made to whether the housing needs of more vulnerable, less mobile groups that rely most significantly on the provision or public and VCS services to maintain their health and wellbeing, access services and employment, should have housing in these more rural locations.

In addition to the above, too many homes in attractive rural areas are becoming holiday homes or holiday lets. Where properties are not primarily used as a fulltime home this can have implications for the social cohesion of a community. Steps should be taken through planning policies to ensure that this activity, is discouraged.

It is important that households have room to grow into their homes and that the design/size of the home can cope with the changes that households experience throughout their lives. This would include large bedrooms capable of being used for more than one child as families grow and the design foresight (lifetime homes/M4) to enable independence for an extended period of time.

We agree with Draft Policy Direction - 11 and as some of the most socially excluded citizens the provision of appropriately planned pitches within manageable pitches on sites that are sustainable (minimising size), with close proximity to education facilities/health service whilst retaining access to specialist provision tailored to the needs of this unique community.

We agree with Draft Policy C – Protecting Community Facilities and regard it as of significant benefit to any community to have access to this type of facility if possible. We also encourage community stewardship/ownership of these facilities in order to preserve them in the medium to long term.

We agree that significant efforts should be made to protect town centres and ensure that they continue to provide essential services and a broad range of other services and facilities. This is particularly important for residents that may struggle to access services further afield where age, lack of transport, disability or other constraints may be a challenge.

Importantly, we feel that any new larger supermarket provision should be located, designed and constructed in a manner that aids the sustainability of existing Local Centres and that as and when appropriate new settlements including Meon Vale and Upper Lighthorne should be classified as Local Centres and thereby have the facilities in the centre of these settlements preserved in the same manner.

We agree that Arts and Culture play a significant role in social inclusion, supporting good mental health and wellbeing and support Draft Policy Direction -21. We believe that local library provision is an important cultural gateway and play a key role in sustainability, community cohesion and social justice agendas. These should be protected and required on new settlements falling above a reasonable threshold.

We agree with this section of the document, however if this leads to house price inflation, measures should be taken to ensure that owner occupation does not go beyond the reach of local households and where affordability is a significant issue and justifiable, alternative forms of low cost affordable home ownership models must be considered.

Broadly in agreement with Draft Policy Direction 23 but consider that there is room for outlining additional steps that could be considered to fully enable improvements to energy efficiency and the sensitive retrofitting of energy efficiency measures.

Planning issues related to the installation of energy efficiency measures in conservation areas and requiring listed building consent presents significant hurdles both for ‘able to pay’ residents, and for government grant retrofit programmes delivered by the Local Authorities. Residents may desire to reduce their energy consumption but are unsure which measures to prioritise and may be put off by confusion around permitted development guidelines
and the time and expense required to obtain permissions.

Options for supporting residents in sensitively retrofitting energy efficiency measures and the appropriate use of micro-renewables include:

• Providing more information for residents online to clearly explain permitted development within conservation areas and permissions required for conservation areas and listed building in the form of web pages/fact sheets (example attached)

• Prioritising applications relating to retrofitting energy efficiency measures or clean heat measures

• Providing a dedicated planning officer to provide advice to residents who are thinking of retrofitting energy efficiency measures or clean heat measures

• Offering a free, paid, or sliding-scale cost pre-application advice service for listed buildings, buildings of solid wall or traditional construction, and buildings within conservation areas relating to the installation of energy efficiency or clean heat measures (example attached)

• Offering free, paid, or sliding-scale cost ‘fast-track’ application processing for listed buildings, buildings of solid wall or traditional construction, and buildings within conservation areas relating to the installation of energy efficiency or clean heat measures.

We note that no references exist in the plan to mobile/park home site applications but would encourage consideration of the implications of developing further sites within the district as the units themselves have very poor thermal comfort and residential units often require considerable grant funded retrofit works to make them perform well in terms of energy usage. Additionally, these site are often located near rivers that can flood and unless mitigating features are installed, residents can be at increased risk of homelessness as a result of flooding.
