Do you agree with the approach laid out in Draft Policy Direction-25- Strategic Design Principles?

We agree with Draft Policy Direction-25 and note references to providing healthy and inclusive communities and references to the application of Health Impact Assessments within the South Warwickshire Local Plan Part 1 Preferred Options Draft Health Impact Assessment document. Whilst we agree with this the emphasis is on the design and building of the development and not the human resources required to catalyse those living in the new settlement, to ensure the establishment of a community, driven by the social capital of its residents. This is particularly a challenge with new settlements or large peripheral urban extensions, where a large number of new residents settle in a new home, in a settlement that lacks an identity or suffers from a lack of community activism. We believe that if possible the plan should place greater emphasis on the importance of this type of activity and its medium term (3-10 years) positive impact, and seek to gain developer contributions to enable this.

We believe that there is room in the broader approach to new settlements and large urban extensions to commit to a design code (or more appropriate vehicle) for the delivery of community development work to ensure that these new developments have a plan in place from the outset to ensure that
parish/town councils are sufficiently skilled and resourced prior to the start of the development, to assist in steering its delivery, that sufficiently skilled capacity exists to ensure the establishment of a viable thriving community, with well managed community assets (playing fields, parks, village centre, G.P.s, community hubs, etc. etc.), participatory residents associations and other facilities as determined at the time. This plan should be in place before the development commences and resources should accompany this to enable viable and thriving communities.

In terms of Draft Policy Direction-30- Health Impact Assessment for Major Development, we feel that this statement is framed very negatively. HIAs are a useful tool for the development of understanding of how to mitigate against negative impacts and how to shape a development in order for it to offer the most for residents. The statement should be reshaped to read more positively and to accentuate the benefits of undertaking this exercise.
We note that a HIA has been undertaken for the SWLP and note comments in respect of affordable housing, community facilities, access to open space, etc. etc. However, we also note that the assessment criteria do not include or consider anything beyond the provision of community facilities and whilst this is very welcome, staffing such community hubs, community centres, village halls or similar that enable community powered approaches is as important as the physical facility and provision or consideration of this funding challenge in the development process should be, in our view, a priority.
We strongly disagree with the developers views on the perceived costs and little benefit comment, as the HIA could form the basis of a community development strategy for a new settlement, that over time sees the
coordination of resources aimed at delivering a viable thriving community in a compressed period of time.

Do you agree with the approach laid out in Draft Policy Direction-31- Sustainable Transport Accessibility?

Active travel is an excellent way in which to enhance health and wellbeing so we agree with Draft Policy Direction-31 although we would note that more emphasis could be placed on the creation of improved cycleway and footpath networks throughout the district thereby enhancing leisure opportunities and improving access to a range of leisure and work places. It is often the case that new settlements are treated as dormitories and the worst impacts of this might be partially mitigated by improving longer distance cycle and footpath infrastructure. Also, it is important to require secure public cycle storage at public transport hubs to further reduce barriers to cycle use.

Do you agree with the approach laid out in Draft Policy Direction-32- Electric Vehicle (EV) Infrastructure Strategy?

Electric vehicle infrastructure and in particular carpooling schemes or similar can be a useful tool for reducing social isolation and increasing access to services or employment particularly in rural areas where households might only have access to one or no cars. If possible, the local plan should consider whether opportunities exist to deliver this facility within new settlements urban extensions or larger infill sites.

Access to healthy and nutritious food is not always available to all residents so every opportunity should be taken to develop community orchards and allotments and the management and distribution networks supporting these initiatives which also assist in supporting good health and wellbeing and develop relationships and community. We agree with Draft Policy Direction 43a, 43b, 43c, 43d & 43e.
In respect of parks with equipment, these should in our opinion be sited on all-weather surfaces, so they remain accessible and safe places for children to access year round. Unfortunately, where surfaces become boggy or inaccessible during the winter, this can lead to the loss of a useful bumping space for months on end, during which communities lose access to import opportunities to enable outdoor play for children and places for parents to meet and build community.
