We strongly support the increased provision of affordable housing, both from the perspective of NHS staff who are unable to afford homes in the districts where they work, and also to support patients who are living in unsuitable accommodation.

We would seek further dialogue with the Councils on potential ways to ensure that new communities are designed in a way that is attractive and convenient as well as affordable for working-age people and families who wish to live and work within the district, in recognition of the need for more healthcare professionals working in the districts to deliver services.

We support the proposal to increase the supply of houses meeting accessible living standards that are sized for additional equipment. This should facilitate discharge from hospital into suitable accommodation for those with impaired access and reduced mobility, so would support patient flow and efficiency improvements for acute health services.

We would seek assurance that local demographic needs will be considered and factored into the types and designs of all developments proposed e.g. aging population and resident students.

We would seek clarity in respect of the environmental impact of supporting the development of airfields, on both a localised and national scale, with increasing focus on improving air quality and reducing emissions to mitigate future effects of climate change.

We would seek assurance that the development of the site and the long-term change in use, factoring in the aeroplanes using the airport, would have no detrimental impact on local air quality and would not create additional unmitigated greenhouse gas emissions.

Yes, broadly agree and the approach seems sound and well thought out. However, it should be noted the biodiversity aspect is crucial, especially as it can directly affect community health and environmental resilience. More emphasis on ensuring green spaces and biodiversity is not affected and how, as well as the inclusion of green infrastructure, such as tree planting or wildlife corridors, alongside renewable energy schemes would provide a more holistic approach to addressing biodiversity.

If an NHS site is adjacent to existing renewable energy infrastructure, it will be important to ensure that hospital expansion or other healthcare developments are not unintentionally restricted.

Agree with the broad principle, however it is surprising to see gas fired heating and cooling still included (albeit as a last option) when so much funding is being dedicated to decarbonise heating. This seems to go against current government policy and NHS approach.

• The NHS Trust strongly supports measures that align with the NHS's own Net Zero and sustainability goals, particularly those that reduce long-term operational energy costs and enhance resilience.
• The emphasis on both operational and embodied carbon reductions is welcome.
• The commitment to the Future Homes Standard (FHS) and Future Buildings Standard (FBS) is supported, provided that the approach remains flexible and evidence-based.
• Mechanical ventilation should only be installed when passive ventilation is not suitable.
