Too much emphasis placed on conservation and protection rather promoting the authority as a fous of housing growth and employment.
Too much emphasis should not be placed on th protection of the Leamington conservation area, so that it stifles developement as noted in PPG15 para 4.16.
A balance should be struck between protection and compliance with WMRSS policies which directs growth outside MUAs towards town such as Leamington and Warwick. Feel that Leamington should be a priority for development.

Agree with Strategy as it directs growth to the District's urban areas.
Agree with para 3.8 which acknowledges Leamington as the larger urban area and therefore a more suitable location to focus growth compared to Warwick. Thisis reflects WMRSS. We support these findings and consider that Leamington should be a focus for additional growth. The approach to enabling limited development to villages and hamlets is a sensible one and reflects the guidance in PPS7, in terms of focusing development to identified service centres.
We also recognize that there should be development in rural areas in the open countryside where necessary.

The Strategic Objectives listed 1-17 are reflective of the four integrated goals of sustainable development taken from the UK government. They cover all aspects of economic well being, social inclusion, and the protection of the environment.

More employment land is needed, particularly new business/enterprise parks. More encouragement towards new business and new enterprise as possible.
The Council has not considered other options in more rural areas of the district.
For example, It is not always appropriate to locate a new guide dog training school in an urban centre, where housing is close by.
The Core Strategy Preferred Options could be more flexible and response to the needs of differing organizations. Identification of new supply, could consider the types of sui-generis uses that may need to be accommodated on employment land, and locate it accordingly.

The authority needs to provide more available employment land.
Our clients, the Guide Dogs for the Blind Association, their future needs may be more compatible to a rural location, and this may be more suitable given the nature of the use - which is a dog training school.

The strategic objective for town centres says that suitable land can be developed for retail, leisure, and offices uses to be meet future needs. There is no objection to these objections but it is merely queried by housing does not feature in them
Why cannot town centre apartments form part of this mixed-use strategy? Indeed apartments near to offices, leisure and shopping is a sustainable objective as it reduces the need to travel by car, or indeed to own a car.

It is understood that the hierarchy is that Leamington Spa is on its own as a strategic centre and a focus for major growth. Then the town centres of Warwick and Kenilworth fall within the next tier down as 'other town centres' where growth is at a level that meets local needs. Below these town centres there is a network of local centres or shopping parades where growth should meet the day-to-day needs of the area. We fully support this hierarchy to town centres.
