The strategy reflects the role of the settlements and specifically the inter-relationships of Warwick/Leamington and Whitnash. Their ability to offer access to a wide range of jobs, services and community facilities provides a compelling case for these towns to be a focus for growth in order to support sustainable communities.

Object to development being solely directed to the south of the urban area. This area could be more sustainable land to the south.
Land at Glebe Farm, Cubbington is one of the least constrained and would only have medium landscape impact.
Exceptional circumstances exist to allow development in the Green Belt based on the need to identify land for housing.
Sustainable locations to the north of Warwick/Leamington should be considered for development.

A suitable site is available at Glebe Farm, Cubbington which provides an opportunity to meet the housing needs in a sustinable manner without causing harm to the locality or its setting, or to the purposes of the Green Belt.
There are no known constraints to development and undesignated, other than the Green Belt designation. The site is sustainable, with schools, shops, employment opportunities and public transport links close by.
The site is one of the least constrained and would only have medium landscape impact.
The Core Strategy needs flexibility and no reason has been given for an allowance for windfalls.

Do you think the Council should adopt the Community Infrastructure Levy approach to securing developer contributions?

Infrastructure contributions should be based on that necessary as a result of the development. This approach is set out in Circular 05/2005. This principle should be applied to Community Infrastructure Levy, if adopted, in order that contributions are fair. This should be reflected in the Council's approach rather than applying a formulae which relates the size of the general infrastructure bill to the size of the development paying.

The Preferred Option refers to a target for onsite renewable and a threshold to which the policy will apply, as being in excess of that required at regional level and being considered through the RSS. There is no justification for the position in Warwick District to be any different to the rest of the region and this approach should be deleted or properly justified having regard to local circumstances.
