You must be more specific about actively marketed so that such marketing is seen by the local residents. As drafted, it would be possible to market open spaces and thus satisfy the criterion without local residents knowing about it. In the case of similar facilities accessible to the local community, the proximity of the locals who currently use the facility should be taken into account when comparing the "similar facilities". Generally, young children, old people and the disabled cannot travel far so would be at a disadvantage.

Sport England notes the inclusion of sports venues within the policy and consider that this should instead be covered within the remit of a revised Policy 44 Outdoor Sports and Leisure.
This is on the basis of Policy 44 replicating in part NPPF paragraph 104 with national policy referring to sports and recreational buildings, which covers sports venues. An example of this is Coventry Stadium Appeal Ref: APP/E3715/W/23/3322013 with the Inspector assessing the proposed loss of the site for residential development and sports provision against NPPF paragraph 103 (now 104). At the appeal it was agreed that viability did not form part of any consideration as to whether the proposal would meet NPPF paragraph 103.

Support the proposed policy to protect local community facilities.

WCC recommends mainstreaming climate resilience measures, energy efficient designs and renewable energy into maintenance and development of community facilities.

It is also vital that community facilities come forward within any new settlements or on large development sites.

It is noted that WCC is currently working with the SWLP Team to inform the production of a Community Strategy to support new communities.
