There is a disconnect within the current planning system whereby developers are only required to assess the impact of their foul and surface water discharge to their connection point to the adopted sewer network. This very often results in discharges to inadequate existing surface water and foul water system(s) resulting in flooding downstream of the development. Developers must be required, as part of the planning process to assess that the existing network that they are discharging to has sufficient capacity to accept the additional flows, both foul and surface water, between their site connection and the outfall (ie the treatment works or main river) without causing flooding to existing properties. If upgrades are required then the developer must be obligated to contribute significantly to the upgrade of the network. The proposed policy does not place sufficient obligation on the developer to protect properties downstream of his development from surface water and foul water flooding.

However, it is important that applicants are given clear and concise guidance from Lead Local Flood Authority and statutory undertakers on this matter. There is a concern on current applications regarding the time it takes to receive guidance on these matters which causes unnecessary delays to planning applications.

Any surface water management needs to be complete and sufficient size to prevent downstream flooding. This needs to be included in the total environmental footprint cost in order to minimise the sustainability impacts.
Note in terms of BW - one of the potential new settlements, for the existing houses in the immediate new settlement area - like ourselves - there is no existing sewerage service and we have our own individual treatment plants. So significant waste water treatment facilities will be required.
