There are already significant HGV movements to and from Meon Vale and it is very important that these are kept in check in the future. I am at a loss to understand why it is felt appropriate to travel long distances along inappropriate country roads from the M5 to the M40, creating pollution and congestion in the process, and feel that all efforts should be made to contain this.

Don't demonise trucks. One of the best posters I saw on a truck read: "Don't like HGVs on the road - stop buying stuff."
Trucks are vital to the economy -but good quality roads reduce any issues. The county's road system is outdated and needs upgrading. A southern by-pass for Stratford is vital - why does Evesham and Warwick both have good by-passes while Stratford has half a northern by-pass and no badly needed southern by-pass.

It is noted that the Preferred Options asks a question relating to the Vale of Evesham Heavy Goods Vehicles Control Zone.

Currently the policy is included in the adopted South Worcestershire Development Plan (2016) under SWDP 11. However, the review of the SWDP has not taken the designation forward and Wychavon District Council’s position on this is set out in the Statement of Common Ground with Stratford-on-Avon District Council submitted to the SWDPR Examination in February 2025.

In summary the rationale for not including the designation is that the issue can be dealt with through amendments to the validation requirements for planning applications to address HGV impacts in the Vale of Evesham through a Transport Assessment and Statement. Worcestershire County Council is supportive of this approach. Given the nature of the cross-boundary designation/policy it is therefore difficult to see how the SWLP could take forward a specific policy on this without the neighbouring local plans doing likewise.

Support policy deletion. The Vale of Evesham Control Zone sought to control the number of additional HGV movements within the area resulting from development, thereby reducing the impact on local communities. Clearly it has failed to do that and only concentrate HGV traffic on existing road based solutions based on the A46 Trunk Road. It excluded rail and by current standards is not a sustainable policy. Unless it is reworded to include rail freight it should be deleted. The SWLP acknowledges that other local authorities propose to delete this policy, but it would appear Warwickshire County Council is the exception to this.

The Vale of Evesham Control Zone has clearly failed in its primary objective of managing the increase in HGV movements arising from development in the area. Instead of alleviating congestion and minimising the impact on local communities, it has merely shifted HGV traffic onto existing roadways, particularly along the A46 Trunk Road.

This policy, which ignores the potential of rail freight, is fundamentally unsustainable. Unless this policy is revised to incorporate rail freight options, it should be promptly removed from the SWLP. It's important to note that while other local authorities are moving towards this deletion, Warwickshire County Council seems to be an outlier in maintaining this ineffective policy.
