New searchThe Parish Council consider the vision and objectives put forward are undermined by three aspects of the plan. The Plan is regarded as unrealistically long given the rate of social and economic change. The climate change emergency, and changing work patterns as a result of the Covid pandemic have already changed the way that planning is approached in that short time. The scale of changes over the next three decades to 2050 will on this example be considerable. The SWLP cannot possibly plan for such a long time ahead, and a much shorter timescale is therefore considered more appropriate in these circumstances: not beyond 2035. The very wide scope presented with 16 separate categories and over 100 questions is complex and fragmented. Whilst in the infrastructure section there is a strong emphasis on delivering associated infrastructure, the separate elements are not integrated at all. The development options in the plan are not predicated on the delivery of the necessary infrastructure and rely almost entirely on private sector contributions
The Parish Council consider flood plains need to be respected. The Plan should have a clear policy to resist development on land that has a record of flooding. Building on flood plains should be avoided, but if developments are allowed, the developer should be liable for future problems.

Q I.2 12b. Without a significant change to the approach to funding infrastructure none of the options will be adequate. Is this a Local Plan matter, as most utilities are provided by the regulated private sector, not public authorities, and there is a statutory duty on these regulated companies to provide the infrastructure. The Parish Council consider there is no reference to obtaining funding commitments from statutory providers and the key private-sector agencies involved in public infrastructure/services guaranteeing the investment necessary. It is incumbent on the South Warwickshire Local Plan to make a statement as to how these facilities will be provided well in advance of any site allocation and development commencing. It is disingenuous to maintain that the private sector will be able to fill this gap entirely. QI.3 Option 13b on the subsidiarity principle seems more relevant for each district council. QI.5 The infrastructure within the parish is inadequate for any development. Unless the chosen option presents proposals to deal with these issues in the early years of the plan none of the growth options will be acceptable.

Q S.1 The Parish Council considers Options S1a and S1b Corridors will be unhealthy channelling of expansion and should be avoided. It will put undue pressure on a few areas. Q.S.2 The Parish Council does not advance or promote any sites for any form of development. We would question the emphasis places on the 'call for sites'. There is now more than enough land with planning permission. The consultation volume does not give the figures for Warwick and Stratford Districts for permissions which have not started construction; existing permissions should be used before any further development is considered. The large number of unimplemented permissions for new build development indicates that the housing permitted is not actually required, and is more use to developers as undeveloped land with permission (land banks), assets that enable them to increase company value and share price. QS8.1 QS8.2 Outside the settlements the Countryside Policy should prevail. Inside the settlements the size should be in accordance with the Neighbourhood Plan and/or Village Design Statement and appropriate to the nature of the specific sites QS.10 Unless the chosen option presents sound proposals to deal with these issues in the early years of the plan none of the growth options will be acceptable.

The Parish Council considers the document identifies that provision of the correct infrastructure must underpin this plan. The plan identifies the importance of effective communications, especially transport. The provision of adequate utility and Internet services is also deemed essential, as are the public services of health, education and welfare. There is nowhere in the document that outlines the way improvements in all of these things are to be undertaken. There is no indication that the authorities will be approaching the statutory providers and the private sector involved in public services to ensure that they will guarantee the investment necessary. This is essential for any settlement.

The provision of adequate utility and Internet services is also deemed essential, as are the public services of health, education and welfare. And community facilities and open space? There is nowhere in the document that outlines the way improvements in all of these things are to be undertaken, and whether as part of the SWLP Part 2 the authorities will be approaching the statutory providers and the key private sector agencies involved in public services to ensure that they will guarantee the investment necessary. QS5.4 The Parish Council agrees that the South Warwickshire Local Plan identifies connectivity/transport/communication as the single most important criterion in choosing preferred options. This is not reflected in the analysis within the body of the document. The quality of transport infrastructure is not given sufficient attention in the consultation document. There should be a much more detailed analysis of the quality and usage of the road system and rail and bus services within the corridors. No option can be chosen without an assessment of the quality of the services and if and how improvements in those services can be realigned under the growth proposals. Present Local transport corridors do not provide an adequate alternative for people wishing to use public transport as opposed to driving cars. It should be a condition of larger developments that provision of buses is subsidised by the developer.
