Flooding is a strategic issue and should be included in Part 1. Development of SUDs for new schemes should be included from the outset of any plans, and by putting this into part 2 it gives the wrong signals to developers.
I believe that FW2, Sustainable Drainage, should be included in Part 1. Sustainable drainage is best addressed at the initial design phase of any development to be most effective. By only including this in Part 2, it does not encourage developers to give this the priority that it requires. I consider that this IS a strategic issue.

Issue I1 - I do not feel that the sustainability appraisal goes far enough, as the flood impact assessment only includes the impact of flooding at new sites, it does not address the impact of flooding from new development at other sites. This is particularly concerning since several of the proposed development areas are in the watershed of the Finham Brook, which already causes issues with flooding locally.
Issue S7.1 - see comments above [Issue I1]. I do not agree with the conclusion that none of the proposed sites have any issues with flooding.
