All developments of any size should contribute to travel infrastructure. Isolated developments which disproportionately use roads should pay a premium.
Developments must pay for foot and cycle connectivity.
Developments should only be permitted where there is access to reasonable rail or bus services. New stations and the reopening of rail lines would be positive benefits
