The University is supportive of the principles of this draft policy direction and the desire to increase green and blue infrastructure across the SW area. The adopted SPD outlines the University’s aspirations to increase green spaces on the campus, and the Ecopark is indicative of the University’s future plans for increasing and enhancing green and blue infrastructure. The University would be pleased to comment further on how the greening factor is proposed to be calculated for non residential development once this has been determined.

The University supports the concept of Environmental Net Gain. However, consider that as currently drafted, the draft policy direction does not include enough detail on which to provide significant comments at this stage. The draft policy direction states that the Council’s aim to have a policy that requires development to contribute positively to the natural environment by providing measurable net improvements in biodiversity and ecosystem services. The University would request that clarification be provided on how such requirements will be measured and controlled and what evidence is going to be used to support this policy.

Further emphasis should be made within the policy to maximise the benefit of strategic infrastructure investment to help support any opportunities for ‘last mile’ freight journeys. The University recommends that greater emphasis be placed within the policy to encourage integration of new development with placemaking and delivery of new and improved local transport networks to prioritise sustainable modes of travel. Reference to 20-minute neighbourhood principles should also be considered here. All new developments should be required to produce a Delivery and Servicing Plan to support applications. The use of delivery and servicing consolidation hubs should form part of this policy

The University are supportive of the themes of this policy. However, would suggest that the wording of the policy is amended to reflect that fact that it will not be appropriate for all new development to seek opportunities for river restoration and enhancement. This part of the policy should only apply to those development in close proximity or having a direct impact on a river.
