Alcester Town Council, Arrow with Weethley Parish Council, Kinwarton Parish Council, Wixford Parish Council and Great Alne Parish Council acknowledge that the SWLP must follow national planning policy in respect of the Green Belt. The Green Belt is however a considerable and valuable asset of the Plan area, and as such deserves continued protection from development in almost all cases. We note that the NPPF continues to place great importance on Green Belt. We would like to have clarification of any criteria to be used in deciding what constitutes ‘exceptional circumstances’ in consideration of developments in Green Belt locations.

Design Codes should dictate density, but these should be very local – specific to a town or a group of villages. They should not be district wide. Further information is needed on the designation of Design Codes and how they are allocated by area.

However, all development must respect the scale and infrastructure capacity of that particular community. Infill development should be prioritised over greenfield expansion. All growth must align with sustainable transport plans ensuring train, bus and cycle infrastructure improvements.

This should specifically include bungalows even if these do prove more expensive for a developer to build. True affordable homes are required and a mandatory percentage should be allocated in each new development.
