Strategic Growth Location SG04 Question
Representation ID: 106912
Received: 06/03/2025
Respondent: Historic England
POTENTIAL OBJECTION: development would harm the significance of Kenilworth Castle, as the site includes part of the deer park to Kenilworth Castle that contributes to the significance of the castle. The deer park pale is a well-preserved earthwork visible on the ground and on LiDAR (may have been a
number of alignments as medieval deer parks expand and contract over the period of their use).
Also, high level of concerns: development here has the potential to cause harm to the setting of Kenilworth Castle LB (GI) and RPG (GII*).
Recommend: HIA prior to allocation. However, we would prefer this SGL not to be carried forward into the Reg 19 Plan in its current form and for the areas that contribute to the significance of Kenilworth Castle to be removed.

CONCERNS: development of parcel bounded by Warwick bypass (A452), Banbury Road (A452) & M40 also has the potential to cause harm to the above heritage assets.
Recommend: HIA prior to allocation. However, we would prefer the northern parcel not to be carried forward into the Reg 19 Plan.

Representation ID: 106918
Received: 06/03/2025
Respondent: Historic England
POTENTIAL OBJECTION: Site Includes the Windmill Hill Roman settlement at Chesterton and development would cause substantial harm to significance of the asset.
Development would cause harm to significance and setting of Chesterton Windmill LB (GI).
Impact on significance of Mallory Court RPG (GII) & views out should be considered in any assessment.
Recommend: HIA prior to allocation. However, we would prefer the south-western parcel not to be carried forward into the Reg 19 Plan.
HE recommends that the proposed allocation should be reduced to only include land north-west of Barnwell Farm. This will reduce harm to below ground archaeology of SM and surrounding area and reduce harm in the setting of the heritage assets.

CONCERNS: parcel to the west of Southam between Welsh Road West and Leamington Road has the potential to impact the character of ‘The Holy Well’ SM and affect its hydrology. The well is located in a rural setting that is part of its significance, therefore recommend keeping development back from the well site.
Area NW of Southam (near Southam College) site of English Civil War skirmish 1642.
Setting of Southam CA & some GII LBs may be impacted by development of certain parcels.
Recommend: HIA prior to allocation & possible removal of parcels between Welsh Road West and Leamington Road.

CONCERNS: harm to setting of All Saints Church (GII*) to south-west of site in Chadshunt very likely. Highly sensitive site with SM cross and a number GII LB headstones.
Potential impacts on setting of Lighthorne CA and multiple LBs there and elsewhere.
Views from Burton Dassett beacon - some impact.
Recommend: HIA prior to allocation & settings assessment required.
