This provision should be discretionary not a requirement since most self-builders are unlikely to want a site being built by a volume housebuilder.

Also, suggested re-word from "On suitable sites adjacent to defined settlement boundaries to meet a district-wide need." to "On suitable sites adjacent to existing settlements to meet a district-wide need.

Those suggested changes would be consistent with the results of earlier consultation outcomes.

The Iceni ‘South Warwickshire New Settlements Employment Note’ confirmed New Settlement A1 could support significant employment development given its strategic location and should be allocated, including site 758 for residential. A1 and site 758's location should be recognised to meet local business and community needs. The development would meet Section 6.6 (Supporting Rural Employment) and para 89 of the NPPF - it would use brownfield land and is physically well-related to existing settlements.

Development should aim to be accessible by sustainable transport, but with a large number of rural settlements, this is not always possible; flexibility should be introduced.

It is no longer appropriate to rely solely upon surveys of physical infrastructure. Instead, the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in work and behavioural patterns should be considered, including reliance on the Internet for social, community, entertainment and other services, as well as for work.
