This is particularly important in situations where community facilities or lack thereof may be restricting other development opportunities. In the case of Site 515, this has the potential to be used for the expansion of the village primary school, which could potentially support housing development in the local area, so encouragement of same, be that by appropriate policy wording, an allocation and/ or an inset from the Green Belt should be considered.

Development should aim to be accessible by sustainable transport, but with a large number of rural settlements, this is not always possible; flexibility should be introduced.

It is no longer appropriate to rely solely upon surveys of physical infrastructure. Instead, the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in work and behavioural patterns should be considered, including reliance on the Internet for social, community, entertainment and other services, as well as for work.
