Requirements that go above and beyond the standard building regulation requirements as set out by the Draft Policy, applying the higher Building Regulations standard M4(2) and M4 (3), should be justified and otherwise considered on a site-by-site basis, and on a needs basis. This will ensure that homes are being built in the most appropriate locations to meet needs at the time of development. A blanket approach is not considered to be appropriate.

As set out in ‘Figure 1: South Warwickshire Facts and Figures’ of the SWLP Preferred Options Plan, the median house prices for Warwick and Stratford are £343,650 and £375,000 respectively, significantly higher than the national median of £290,000. This provides clear context that there is a need to provide homes in the right places to assist in balancing the overall affordability within the area.

Further, Warwick and Stratford have a joint total value of economy of £11.64bn, in order to support this economy it is essential to locate new homes in the right places.
