The Europa Way Consortium supports the Preferred Vision for Warwick District and believes that a high quality, residential-led, mixed-use development at Land west of Europa Way will help the District Council deliver the Preferred Vision through the following means:
*Providing a high quality safe environment
*Opening up view lines of Warwick Castle and St Mary's Church
*Provision of employment space
*Provision of pedestrian and cycle routes and public transport nodes
*High quality housing will be provided with a mix of size and tenure
*A mix of supporting uses will also be provided
*Development will be informed by a Landscape Framework

The Europa Way Consortium supports Warwick District Council's Preferred Growth Strategy for the District to 2026. The Consortium believes that directing growth to within and adjoining the combined urban areas avoiding Green Belt restrictions presents the most sensible and sustainable approach to meeting housing and employment growth requirements.
The Europa Way site is a defined area of land with few development constraints and is able to come forward in the short term. As such, the Consortium would be keen for the site to be viewed as separate and distinct from the other development opportunities which lie to the south.

The Europa Way Consortium supports the identification of Land West of Europa Way as a location for new employment land.
The Consortium views employment use as a key component of a mixed use development scheme. The site is well located to the strategic road network, is close to neighbouring employment uses and is available to come forward for part-employment use in the short term.
Opportunities for employment include potential extension to the Warwick Technology Park; opportunities may also exist in the northern portion of the site and will be shortly considered through a comprehensive masterplan.

The Europa Way Consortium fully supports the identification of Land West of Europa Way as a Phase 1 site for residential-led, mixed-use development. Preliminary appraisal work has shown the site is largely free from physical, environmental or visual constraints.
The Consortium's vision is to:
'A community focused, sustainable, residential-led development, fully integrated with the existing town and creating new homes, jobs, social, and recreational opportunities within a high quality environment to the benefit of both existing and future residents, and providing a model for growth in the District.'

The Consortium does not feel it is appropriate for the LDF to be too prescriptive on the mix of housing on strategic sites as this may inhibit development sites coming forward. A more flexible approach is preferred.
The Consortium supports the principle that a mix of housing types will ensure vibrant, vital, and sustainable communities but feel that housing needs should be considered on a site by site basis, assessed against a range of viability tests and factoring in market conditions at the time of development.

The Consortium is aware that affordable housing is in short supply in Warwick. Affordable housing targets need to be based on a robust evidence base.
The 50% proposed target is too high and we believe that a 'one target fits all' approach may affect the viability of many development schemes.
The Consortium believes that in line with PPS3, the affordable housing targets once established should be seen as overall targets throughout the Plan period; the requirement for affordable housing within individual schemes should however be assessed against viability tests, market conditions and tenure mix at the time of development.

In line with PPS3, the Consortium would wish to see housing densities of between 30-50 dph. Factoring in the high housing targets Warwick District are likely to be required to meet, the Consortium believe that a minimum of 40 dph would be appropriate for greenfield urban extension sites such as Europa Way. We note that 40dph was used to calculate housing figures for proposed strategic housing sites, the Consortium supports this approach.
