WRCC would support the commitment to enabling development "within & adjoining villages and hamlets" as vital to the maintenance of thriving and sustainable communities in rural areas and being necessary for the delivery of organic growth. WRCC also would support the proposals for the development within Kenilworth to create a better balance to the community there.

WRCC is concerned that most of the identified sites will encourage commuting and take no account of the sustainablity agenda. Nowhere in the options is any consideration of the need to provide support for the rural economy and the need to keep village shops and services open.

WRCC supports the proposed measures to maintain the sustainability of the rural areas, provided this is framed in an exception policy to retain control over unsuitable developments

WRCC notes the acknowledgment that there are "issues around the long term sustainability of village communities and services that additional housing directed to villages through the Core Strategy could help to address" but is concerned that because of potential conlficts this has been put into abeyance. A better move would be a total commitment to identifying needs and sites throughout the rural areas in the District through funding for a rural housing enabler.

WRCC is fully commited the provision of affordable housing but is concerned that an insistence on a minimum of 50% affordable in all developments may make them uneconomic for the developer.
