Europa Way - 1250 homes in Phase 1
The local secondary school and primary schools are all over subscribed and it is forecast that there would be no surplus capacity in secondary or primary to serve this extensive development.
An additional 248 primary school places (including provision for a site for a 1 FE -210 place primary school plus early years provision) would be required from the start of the housing project to be in place by the time the first home on the site is occupied. 35 early years places would also be required.
The development is forecast to generate 177 secondary school places. Further, 42 post 16 places will also be required.
This development, together with the other proposed sites in Whitnash etc will require the provision of an additional secondary school preferably located in the lower Heathcote Farm area rather than Europa way. The best estimate is that an additional secondary school would need to be in place by 2015/16.

Whitnash
North & South of Harbury Lane
The only primary school places available at present are in Whitnash Primary School and this school is forecast to fill by 2013.
The development would require 546 primary school places and the LA would require sites for two new primary schools (including a 2 FE 420 place school and a 1 FE 210 place school. A contribution toward land acquisition costs on the Heathcote Farm site will therefore be required as well as toward the cost of building.
Early Years provision will also be required, totalling 78 places.
The development of the sites north of Harbury Lane and south of Harbury Lane in Phase 1 would pose severe difficulties as neither site is likely to be large enough to provide a site for an additional primary school. It is therefore strongly recommended that these sites are deferred to a later phase and the larger sites scheduled for Phase 2 are brought forward and provision is made for a primary school from the beginning of the project.
The development is forecast to generate 389 secondary school places. A further, 93 post 16 places will also be required.
As a result of the developments in Europa Way and Whitnash, a site for a 6 FE (900 place) secondary school will be required, in the area south of Harbury Lane by 2015/16. A contribution toward land acquisition costs on the Heathcote Farm site will therefore be required as well as toward the cost of building.

While there are currently some limited surplus places in Kenilworth primary schools, and would not be able to accommodate the likely product from the proposed development at Thickthorn. Also, these few surplus places are concentrated on the west side of the town, whereas this development is on the eastern side of the town.
An estimated 159 additional primary school places will be generated. In addition, 23 fte nursery age places would also be required.
The east side of Kenilworth is currently served by a two-form entry infant school and a two form entry junior school. However, a site would be sought for a 420 place (2FE) primary school, with early years provision on the new development to allow a more flexible pattern of school provision to be considered. A contribution toward land acquisition costs on the Thickthorn site will therefore be required as well as toward the cost of building.
At the secondary school phase, Kenilworth School is the only secondary school serving the town and the provision of 113 secondary school places plus 27 sixth form places will also be required.

The nearest school provision in Warwickshire for primary and secondary school places is in Kenilworth. As you will see from the comments above, it is forecast that there will be no significant surplus primary or secondary school capacity in the town. It is also understood that there is no surplus school capacity across the border in Coventry.
This development would generate a demand for some 644 primary school places and the LA would require sites for two new primary schools (including a 2 FE 420 place school and a 1 FE 210 place school. It is likely that one primary school would be required to be in place as soon as the first house was occupied. A contribution toward land acquisition costs on the Kings Hill site will therefore be required as well as toward the cost of building.
Early Years provision will also be required, totalling 92 fte places.
At the secondary school phase, Kenilworth School is the nearest secondary school serving the town and could not accommodate the further 460 secondary school places, plus 110 sixth form places generated by this development. The provision of a secondary school site with a capacity of 750 pupils will also be required. A contribution toward land acquisition costs on the Kings Hill site will therefore be required as well as toward the cost of building.

(iv) Land south of Sydenham and east of Whitnash

The local community and catholic primary schools are both full and predicted to be so when this development is scheduled. An estimated 40 primary school places would be required, plus 6 fte early years places.
At secondary school level the local school has spare capacity at this time but the overall demand for secondary school places from this and other developments in the Europa Way, Harbury Lane area will have to be taken into account. The development could be expected to generate some 28 secondary school pupils plus 7 sixth form pupils.
It is understood that this number of houses may grow and from a purely school organisation this may be helpful as a figure in the region of 700 to 800 houses would make the development of a larger, 2 FE primary school site more viable for that area. Clearly the secondary, post 16 and early years implications indicated above would also be significantly greater.

The development would require 59 primary school places, and would probably be provided through the expansion of one of the existing schools.

Clearly by their very nature there is insufficient information about such developments to comment in any detail about their impact at this stage much less plan school places to accommodate the additional pupils likely to result. Suffice to say that, given the forecast pressures on the supply of primary school places in many parts of the District and the need for early years provision, there will be implications as sites come forward. With regard to secondary school and post 16 provision this will be even more dependent upon the location of developments.
