Representation Summary:

As noted, the Scenarios with average to high levels of new development will put pressure on existing facilities. Planned housing growth over coming years will put a strain on the existing infrastructure and any impact upon heritage and cultural assets should be accounted for in spatial strategies. We would argue that a proportion of funding from any new developments be ring fenced to ensure adequate levels of cultural and heritage facilities are maintained, to meet increased demand.

Data and resources available:
The standard charges for our sector were developed by the Department for Culture, Media and Sport in collaboration with the Department for Communities and Local Government, and other non departmental public bodies (MLA, ACE, CLOA, nalgao, TT, SCL, SA, NA).

These charges build on the results of systematic survey research designed to assess appropriate levels of provision for cultural at local level. The survey covers cultural provision which is community based and managed by local authorities, or otherwise regularly publicly funded.

Detailed geographical mapping of public sector heritage and cultural facilities in Warwick District and surrounding areas, including drive times from venues, catchment areas, venue type(s) and floor space. The mapping allows us to see distribution and reach of facilities, and to identify 'cold spots'.

I believe Adrian Hart and Alan Law recently met with your Gary Stephens to discuss our highway and transport input into the preparation of the Local Plan. It was agreed that WCC would carry out some technical work on transport, with a view to providing him with the results of this by the middle/end of August 2011. These will be used to inform the District Council's decision relating to future levels of growth.

I believe Adrian Hart and Alan Law recently met with your Gary Stephens to discuss our highway and transport input into the preparation of the Local Plan. It was agreed that WCC would carry out some technical work on transport, with a view to providing him with the results of this by the middle/end of August 2011. These will be used to inform the District Council's decision relating to future levels of growth.

If Extra Care Housing/Supported Living is included in the housing numbers, then low levels of growth may prevent WCC from delivering the required numbers of ECH/SL which in turn would negatively impact on some of the most venerable people in society.

The degree of impact, adverse or otherwise, will depend less on the extent of new development so much as upon where it is situated, although achievement of growth which has minimal unacceptable impact is likely to be more difficult with a high growth scenario.

If Extra Care Housing/Supported Living is included in the housing numbers, then low levels of growth may prevent WCC from delivering the required numbers of ECH/SL which in turn would negatively impact on some of the most venerable people in society.

As the consultation paper and Sustainability Appraisal point out, the low growth scenario would keep impacts on green field sites to a minimum; on the other hand there it would provide fewer opportunities to bring in resources for enhancement or maintenance of the Historic Environment. The degree of impact, adverse or otherwise, will depend less on the extent of new development so much as upon where it is situated, although achievement of growth which has minimal unacceptable impact is likely to be more difficult with a high growth scenario.

An increase in the birth-rate, along with the impact of current housing developments, are already putting the supply of school places under considerable pressure across most areas of Warwick District. A limited programme of expansion is currently underway to cope with forecast pupil numbers based on up to date births data from Health. There are therefore very few parts of the district where additional new housing build would not result in the requirement for additional school capacity to be built also.

Biodiversity and geodiversity is not commented on within the suggest growth options. It is likely that the greater the growth option the greater the potential for impacting on WDC's natural resources. However, this not necessarily the case. It is the placement and layout of the development that matters. It is strongly recommend that once the volume and location of the development is known that up-to-date data on these and other proposed sites is gained to ensure that biodiversity and geodiversity can be uniformly assessed to support the location of any favoured areas. The level of growth will also be important in calculating the Green Infrastructure Delivery Plans and Community Infrastructure Levy.

Supports aims to maintain the economic strength of the town centres and address pressures from out of town developments. Attracting investment and the right type of business, responding to congestion around key development sites. addressing areas of poverty in Warwick and Leamington and recognising and tackling threats to the environment.
The Council should consider mechanisms to support and deliver local employment and training support and opportunities as part of the development process such as pre employment training, on site construction training, local supply chain and procurement initiatives.

The creative industries will be a vital component of the districts future economy and individuals working in these professions are likely to be attracted to localities which have high quality cultural provision.
