This is an unfortunate process and it has not been handled well - in particular the 2011 stage set expectations for levels of growth and then the outcome disregarded the electorates views and choices - and we all wonder why the public is reluctant to engage in these matters...

We support the general strategy - in particular the efforts to REGENERATE run down areas, the PROTECTION of all areas of "significance", especially listed buildings and Conservation Areas and we would support efforts to ensure "High Quality Design" although in our experience this seldom actually happens, being lost in the later stages of planning process.

Numbers are much too high - consider Ray Bullen proposals or similar - they should be reviewed and the numbers significantly reduced to meet real needs not fuelled growth.
We do not believe that the levels of growth meet the residents' wishes, aspirations or most importantly NEEDS - the proposal grossly exceeds the true requirement. Various proposals have come forward of the "emerging plan period" - including the eloquent proposal from Mr Ray Bullen - which measure the need at much lower levels. We believe that the need should be related to the organic growth which will come from the current population and number of houses - we have very low employment so extra employment opportunity is not actually needed. If we provide such extra employment opportunity we will need more people for those jobs and hence will drive an inward migration - and surprise, surprise will need more houses still. This is not what the electorate has asked for - it is artificial and is presumably politically driven - it should be reviewed and the numbers significantly reduced to meet real needs not fuelled growth.

The numbers are too high and over cautious in fear of criticism - whilst the JSHMA will be interesting and needs to be considered it should be used to ensure fairness between WDC and its neighbours rather than for us to become the repository of others unwanted numbers - consider others' assessment of numbers - eg Ray Bullen's projections - and meet local needs - only encouraging inwards migration of people and jobs where there is a strong indicator coming from industry/commerce that they need to move here.

12300 is much too high - other proposals (eg Ray Bullen) must be taken seriously. JSMHA will be interesting but must not be used to allow us to become the repository for numbers not wanted elsewhere.

RDS3: The Council's Preferred Option for the broad location of development is to:

We support the general concept of placing most development within or on edge of the urban area where it obviously benefits from nearby infrastructure. We generally support the concept to protect the Greenbelt but feel that the WDC simplistic interpretation considerably disadvantages the non-Greenbelt minority area of WDC's overall area. It would be better and easier if the whole of WDC was Greenbelt or at least accorded a status of "Area of Restraint" as an area of predominantly agricultural landscape. Sadly almost the whole of WDC's too high growth aspiration is being forced into the constrained area to the south.

We believe that this plan fails to maximise the potential for brownfield sites to absorb much of the development requirement and that similarly a far too great percentage is being allocated to the villages which are inherently less sustainable, although we were pleased to see that such village numbers MIGHT be somewhat responsive to actual village needs rather than simply imposed - let's hope that is how it might actually work!

We are pleased to see that the village categorisation has been "softened" to allow some local influence over actual housing numbers but note that the numbers are clearly grossly in excess of actual village needs or projections in most cases and will impose stresses on village infrastructure in many cases, especially relating to education and car dependency.

Whilst we welcome a move away from the Category One designation with an expectation of 100 new homes we still believe that the proposed 70-90 extra homes is GROSSLY in excess of local need and will inevitably overload our school and/or cause extra "educational commuting". Furthermore the increased numbers will increase car dependency and given our limited public transport will particularly disadvantage the people expected to occupy the 40% affordable homes which will be grossly in excess of such local need as identified in several Housing Needs Surveys carried out over the last several years.

Whilst we support the concept of development on the edge of the currently developed area we are concerned that such development is almost exclusively to the south of the towns - this will have major impacts on the southern area and should be fairly distributed across the whole WDC area by imaginative manipulation of the Greenbelt policies whilst still maintaining the Greenbelt purpose of protecting the space around Birmingham. The southern sprawl should be contained and the proposed BT Country Park should be extended across the A452 as far as the A425 to meet up with Warwick Castle Park.
