Strategic scale proposals are already coming forward in a piecemeal fashion, undermining the ability for strategic policy to optimise the opportunities to rebalance the pattern of development towards more sustainable modes.

The current Strategy does not tend to support high-quality public transport provision, as major bus route corridors are not always clearly identified serving new development, and density is too low where corridors are identified.

We support this allocation, which would tend to consolidate the urban form and gives opportunities to develop patronage on existing and improved services between the strategic growth zone and Warwick. We consider this site is best developed as a residentially-led scheme. Bus services need not penetrate the site, and higher density is justified on the northern edge of the proposed allocation adjoining the existing bus route.

Stagecoach supports this allocation in principle. Stagecoach Midlands reiterates that this site needs to make provision for high-quality roadside infrastructure and associated pedestrian links to them if the site is to be sustainable, and the overall Transport Strategy is not to be undermined.

We suuport allocation of that portion of the site already the subject of an withdrawn application; but not for development to extend more than 400m south of Harbury Lane, as this area would not be accessible to high-quality bus services. Higher-density development along the existing bus route on Harbury Lane would be justified, and this would tend to reduce the need to extend the footprint to the south.

The site is in the main, more than 400m from existing and potential improved bus services. Given that we do not see an effective means of providing a second bus corridor to serve this site, we do not consider it is a sustainable location.

Representation Summary:

Subject to sufficient developer-funding to pump-prime service improvements in this area, the allocation could be made sustainable, in tandem with Woodside Farm to the east.

However we consider this area less sustainable than other strategic allocations, as it will be hard to take advantage of the obvious public transport enhancements set out in the Strategy and its supporting Evidence Base, and our own representations.

However if the existing PRoW could be improved to provide links to Goldline G1; and developmer contributions be provided to kick-start the improvement of existing services to the west of the site, it could be made sustainable.

5.1.7 Employment Area - Option 2:

As noted above we support this option over a site south of Gallows Hill, subject to effective linkage both between the existing Technology Park and the site; and also the proposed residential development further north at Myton Garden Suburb. As discussed above we see a number of means whereby a creative and effective solution might be achievable.
