Representation Summary:

This is an ideal site. Site flooding is possibly overstated, this is a large site.
Much of the site is well away from the A46 so noise shouldn't be an issue. There are many houses closer to the A46.
Impact on the racecourse will be minimal.
All other aspects are very positive.
Costs/mitigation/compensation would be medium - low.

This is a very poor site - definitely not a "best fit" site and should be 'Red'.
Dangerous 60mph road access from Westham Lane.
Approx 20% of site is the Barford Bypass spillage/reed ponds and the Flood Compensation/Bridge access track, making mitigation works difficult/impossible.
Noise sensitive site immediately adjacent to A429, with noise mitigation likely to be ineffective and expensive
A429 separates from settlement and precludes integration. Pedestrian access would be dangerous.
Loss of Grade 2 land will render agricultural holding unviable and landowner will resist CPO
Impact on landscape on high profile site on main tourist route
Impact views through/across site even with screening, indeed screening could be a visual intrusion.
this site fails almost every requirement of Policy NE4 Landscape in the Draft Local Plan
This site should also be evaluated in light of CT6 Caravans & camping sites - policies and explanations - which stress the conflict of this type of development in sensitive rural locations.
This site would not be allocated for any other development, including residential by the landowner
Additional houses proposed in the Local Plan means there is already going to be a dramatic impact on local school.
Costs/mitigation/compensation would be high - very high.

This is a poor site, and should be 'Amber'.
The site is prone to flooding.
Adjacent to a 50mph VERY busy road. Development here would be dangerous.
Potential noise from the road.
No consideration of pedestrian safety.
The site is not well screened.
Will not integrate will with any community
Might be available and possible to acquire as owned by WCC but costs/mitigation/compensation are still likely to be medium.

Given its location and surroundings it will have minimal Green Belt impact.
Caravans already on site hence lower costs of implementation, despite small site.

This could be a good site and should be followed up.
Reasons for rejection are poor and would seem to hinge on Green Belt?
It's a large site and plenty of site would not be prone to flooding.
No more remote from services than other preferred sites.
Visibility splays can be provided.
Would be possible to purchase the whole site, as requested by the owner.
Costs/mitigation/compensation would be medium +.

This is a very poor site, being on the inside of a 60mph busy main road.
Access would require major works and still be dangerous
The site is NOT part owned by WCC (that was true when the community orchard was included in this proposal)
Noise sensitive site immediately adjacent to A429 - mitigation would be ineffective but expensive
Pedestrian access would be dangerous
A429 separates site from settlement and precludes integration
Loss of Grade 2 land will render agricultural holding unviable
Landowner will resist CPO
Impact on landscape on high profile site on main tourist route
Impact views through/across site regardless of any screening
This site would not be allocated for any other development, including residential by the landowner
Proximity to River with steep and high bank and related safety issues
Costs/mitigation/compensation would be high - very high.
