SUGGESTED ADDITIONAL POLICY: WHITLEY SOUTH
JLR is an important employers in the region and has plans for further expansion. It is therefore essential that the business is supported by a facilitative planning framework that allows it to continue to grow.
JLR is seeking to redevelop, consolidate and substantially expand its existing operations at Whitley in order to support its continued growth. The emerging Local
Plan should provide support this growth which will safeguard and facilitate substantial investment at Whitley in modernising and expanding its research and development and engineering operations. The proposals at Whitley South are currently subject to an outline planning application (Ref:OT/2016/0405). Policy DS19 does not recognise the strategic importance of Jaguar Land Rover as a major employer in the region. The policy is therefore not 'positively prepared' nor 'consistent with national policy'. SDC and Solihull Local Plans both make specific policy reference to JLR

The existing site at Fen End currently accommodates some of JLR's product research, vehicle testing and development facilities and includes a test track. It is a long established employment sites. JLR have planning permission for "the erection of a building to accommodate the vehicle operations division of Jaguar Land Rover, and ancillary works including car parking, 'work in progress' storage areas for part-prepared vehicles, amendments to the existing vehicle track circuit, track and infield access, site access, landscaping and other ancillary works". The Strategic Employment Land Study (Oct 2014) identifies Fen End as a key strategic employment site which can provide a significant contribution to economic growth over the plan period. Policy DS19 as currently drafted has been positively prepared, nor is it consistent with national policy. Object to the draft policy on the basis that the Fen End site, which has been identified as an important
investment site in the Updated SELS is not included as a site to be removed from the Green Belt. The site has not been assessed in the Green Belt Review but it is not considered that the site makes a significant contribution to the GB and does not fulfil any of the purposes. Further, the site has defensible boundaries, would not lead to merging or encroachment in to Countryside,. the allocation of the site for employment would not have a detrimental impact on urban regeneration as it is established as an employment site.
The permission is implemented and so large scale development is established. However maintaining the openness of the site should be considered against its potential for economic benefits and future growth. the designation of the site within the GB could act as a barrier to economic growth by limiting ability to adapt to global changes.

SUGGESTED NEW POLICY: FEN END
recognise and welcome that the Fen End site (Former Honiley Airfield site) is identified and allocated under draft policy MS2: Major Sites in the Green Belt, it is considered that this policy alone does not provide a suitable policy basis for the consideration of development on the site. The policy is therefore not 'consistent with national policy'. This employment site has the potential to contribute to the aims and objectives of the Coventry and Warwickshire LEP and support sustainable growth and job creation across the area. A new,standalone policy should be included in the emerging Local Plan to identify , maintain and support Jaguar Land Rover's existing and future operations at Fen End in order to help contribute to the company's continued success in the wider region and the competitive global automotive sector. the policy should recognise the real economic benefits of the activities to the local, regional and national economy, and the particular nature of the site.

SUGGESTED NEW POLICY: GAYDON AND LEAMINGTON TRAINING ACADEMY
JLR has aspirations for substantial investment in the next 15 years to meet the growing needs of the business at the adjacent site known as Gaydon/Lighthorne Heath in Stratford District. Proposals for expansion at Gaydon are at an early stage of preparation and so adequate flexibility needs to be provided which allows for differing uses and activities to come forward. it is imperative that Jaguar Land Rover's existing operations within Warwick District and the wider region, including neighbouring Stratford District, are formally recognised. It is key that Jaguar Land Rover's aspirations for further expansion, over the plan period, to facilitate their continued growth in the region are acknowledged. Concern is expressed that emerging Local Plan's employment policies are not 'effective' and not
'positively prepared', as they do not acknowledge or formally support Jaguar Land Rover's existing and future activities within Warwick District or the wider region; specifically within neighbouring Stratford. A formal, standalone policy should be included in the emerging Local Plan to provide certainty for JLR.
