We have looked at the proposed PBSA SPD and overall have no issues. We do think it would be useful to emphasise Criterion 3 of PBSA Policy 2 regarding mixed use and retaining an active frontage. From an environmental health point of view, any separate non-residential units should be compatible with the adjoining student accommodation particularly with regards to possible noise, vibration, and odour issues. I understand that the mixed use developments would still be subject to the provisions of the local plan therefore amenity would need to be considered as part of this.
