Provision of the infrastructure required for the presumed development is incompatible with the stated intentions to mitigate their impacts. The fundamental problem with roads in Leamington and Warwick is that there are only 4 road bridges ver the Leam / Avon. The roads are already massively oversubscribed. Any further pressure cannot be mitigated without additional bridges. There are no suggestions in the provisions that this situation will be covered.

At his stage, the assumptions made by the SA and contradictions inherent in it do not provide the confidence of certainly. It is not therefore possible to know which infrastructure developments will go ahead. Safeguarding land specifically for one purpose will make it very difficult to use it for another and lack flexibility which will undoubtedly be required for future deliberations.

The route of the former railway from Stratford to Honeybourne should not be safeguarded for its reopening as a rail line. The feasibility study of reopening of the route concluded that it was not viable. The line is now a popular walking and cycling route and a wildlife corridor and should be retained for this. SWRR - Provision of a strategic by pass route around Stratford is important to reduce traffic flows, especially heavy lorries, from using Clopton Bridge and the roads in the town centre

The Stratford to Honeybourne railway line should be safeguarded, and indeed reopened - the council should lobby for a better government response to this project. However, projects to improve road congestion by widening roads or building new roads tend to lead to increases in traffic, vehicle miles driven, and car ownership, so that in the medium to long term similar levels of congestion end up being reestablished on a greater scale. There is a large academic literature on what is known as "induced road travel". Road-building is a mobility solution of the past, and the Council needs to lead on developing a more radical alternative to our existing transport system. See e.g.: https://www.cpre.org.uk/resources/the-impact-of-road-projects-in-england/ https://www.gov.uk/government/publications/induced-travel-demand-an-evidence-review (This latter is a useful but deceptive review - it provides a good review of some of the literature, that shows induced traffic is a key issue on "highly congested" roads, but then argument concludes with a judgement that both acknowledges and dismisses the problem: "Induced demand is likely to be higher for capacity improvements in urban areas or on highly congested routes. There is little evidence that extreme levels of induced demand would therefore occur on the Strategic Road Network." But surely the main point of the national road-building strategy is to relieve or prevent high levels of congestion!)

It would not be sensible to safeguard schemes which were not well-thought-through originally, and which are now based on outdated assumptions. The Park & Ride scheme in WDC is one such example. No land should be safeguarded for this site and no likely demand has been demonstrated for such a facility.

Experience (almost all of it bad) shows that attempts to safeguard specific infrastructure either fail to achieve their objectives (eg HS2), are treated by the infrastructure provider as giving them carte blanche to do whatever they want (again eg HS2) or are overturned by councils if they find the results not to their liking.
