I object to land at Woodside Farm; land south of Sydenham, east of Whitnash; land at Lower Heathcote farm and also land west of Europa Way.
Local schools are already fit to burst.
The roads around this area are always jammed during rush hours.
The doctors, dentists let alone the police are stretched to the limit. With the demise of local big firms e.g. IBM, Ford, AP is there really a need for additional housing? Really? Meanwhile commercial buildings remain empty.
Kenilworth will get a train station so why not there? It surely makes sense to build closer to the city of Coventry.

Plan should be shown to be viable:
schools, already oversubscribed
healthcare, already under pressure
roads, already gridlocked twice a day due in part to lack of crossing points over the River Avon
Water and sewage - Severn Trent will need a massive capital injection for the expansion programme
Shoppping will need to be available locally
well-though-out community activities, which need to include green spaces
Employment - to assume that there will be sufficient work in the area for the new population is a pipe dream unless it can be proved that new employment can be brought into the area.

Should contest the demands from the Government for housing. There have been other places in the country who are making very strong cases against accepting these proposals.
Do not want to build these houses in our countryside. We will simply encourage more people to come to Britain.
This goes against concerns we have in the world about global warming and having sufficient land to support our own people by farming and self sufficiency.
Will cause all sorts of problems for the future from social and community infrastructure to quality of life and loss of wildlife.
Warwick does not have the sewerage capacity.

Object to the Council's overall plan to build in excess of 8000 homes, principally in the south Warwick area. This area has already suffered from gross over development that has caused severe problems both with traffic flow and disturbance to the water table.

A housing needs survey in Bishops Tachbrook identified only 15 new homes were needed not 4,200 in this area.
A development of this size would destroy our village as a small community and would have an effect on local facilites and infrastructure, especially water facilities.
Proposed development will make the traffic problems worse and encouraging traffic to use the village as a short-cut to beat the regular traffic jams on Europa Way.
Ideally local residents should be employed in the local area, not commuting long distances by car and train. Proposed development will encourage commuter mentality.

Since the individual allocations will need to take account of the impact upon historic environment we recommend that further work be undertaken to identify the issues in respect of the historic environment. We note that the Landscape Character assessment for Land South of Warwick recommends (para 4.1 fourth bullet) further work including consideration of the HLC. The comments offered below in respect of individual allocations should not be interpreted as a substitute for this more detailed work.

PC response to consultation: Budbrooke Parish Council have considered the proposals and are pleased to report are in the process of conducting a Housing Needs Survey which will define what is actually needed in the parish. Budbrooke wishes to fiercely protect its green belt land. As BB is not on the drawings/plans at present the PC wish to preserve & protect this area & would therefore be in favour of the current proposals, providing the infrastructure is in place. For example, should the proposed large development south of Heathcote / Warwick Gate happen, it should be guided by the problems of peak time access, lack of amenities etc. as has been experienced in other local and much smaller developments.
However, rather than being told what to do the PC feel Parishes and villages should have a say in what they actually need & want rather than have such large development imposed.

While we may agree with the Growth Strategy as stated, we are not convinced that this is being adhered to: we see threats to the Green Belt in the proposed Housing Strategy and to the White Belt to the South and East of Leamington. Likewise we see a continuing desire to allow development to the North of Leamington instead of the South, as stated as being desirable in this Growth Strategy statement

Trust broadly agrees that preferred spatial option for the district is also the most sustainable.
Focusing growth around existing urban areas reduces the need for significant development of infrastructure and provides basis to promote more localized employment opportunities and sustainable methods of transportation. However, whether preferred option will deliver sustainable growth from environmental perspective will largely depend on appropriate selection of potential sites and recognition and incorporation of key natural environmental assets within design of development. Use of Warwick District Habitat Assessment as tool to inform subsequent opportunities and constraints of each development option is therefore necessity for appropriate site selection.

provide a delivery mechanism for the Biodiversity Enhancement areas as outlined by the West Midlands Biodiversity Partnership. Policies that encouraged the delivery of landscape scale conservation projects would therefore be strongly supported by the Trust

Underlying theme of Strategy is rapid development of employment, retailing, tourism and housing. Sustainability seen only as a qualification - strategic objective 19 - to the nature of new development (and the proposed pattern of development actually makes this objective unachievable) rather than being itself the vital objective. The government commitment to reducing CO2 emissions by 80% by 2050 should be Strategy's overriding objective. If it remains absent, environmental and economic consequences (the latter demonstrated by the Stern Report) would threaten not just characteristics that Society defends but standard of living of all District's residents.

Supportive of broad spatial option proposed which will promote balanced development to meet needs and opportunities, comprising of balanced growth in and around four towns, limited development in rural areas and to secure rural renaissance and growth south of Coventry. Could assist development of economic opportunities arising from Warwick University, which could become increasingly important to District economy.
Welcomes growth of Coventry, acknowledged as being major influence in growth of Warwick District due to proximity and close linkages within sub-region. Major regeneration of Coventry is of particular importance to District due to scale of planned retail/office development.

Warwickshire Police is working closely with other police forces in region to develop consistent, constructive approach to challenges of significant population growth. Also involves other police force areas bordering Warwickshire and is informing national policing approach through Association of Chief Police Officers.
From a policing perspective, optimal strategy for development of new housing and business areas is to locate any expansion within radius of existing population and policing centres. The preferred options reflect this principle and provide the best possible starting point for development of policing infrastructure and continuation of good policing services.

The Europa Way Consortium supports Warwick District Council's Preferred Growth Strategy for the District to 2026. The Consortium believes that directing growth to within and adjoining the combined urban areas avoiding Green Belt restrictions presents the most sensible and sustainable approach to meeting housing and employment growth requirements.
The Europa Way site is a defined area of land with few development constraints and is able to come forward in the short term. As such, the Consortium would be keen for the site to be viewed as separate and distinct from the other development opportunities which lie to the south.

The summary of the emerging Regional and Sub-Regional Strategy (Phase Two Revision) does not properly reflect the objectives for the growth of the Coventry and Warwickshire Sub-Region.
In so far as Kenilworth is concerned, strategic scale development for housing and employment uses at Kenilworth, as suggested to the south and east, would, in our view, impact on the programme for the regeneration of the Coventry.
Our clients agree that the growth of Warwick/Leamington should be directed to the south of the existing urban area in order to avoid incursions into the Green Belt in the other parts of the District.

Growth at Finham could impact A46/Stoneleigh Road junction and to a lesser extent the A45/Kenilworth Road junction. Further upgrades will almost certainly be necessary to accommodate development. Consideration should be given to a new road linking an upgraded junction on the A46 at Stoneleigh with Westwood Heath Road at Kirby Corner. Any growth west of the A46 must ensure that adequate physical and visual separation is maintained between Coventry and Kenilworth.

Support the approach of the majority of new development being directed to the urban areas. Support the approach of focussing major retail, commercial and cultural developments within and adjoining Leamington Spa town centre as part of a sequential approach to selecting sites to meet development needs. Support developments generally being directed towards the south of the urban area to minimise journeys through the historic town centres.
With growth in town centres rightly being constrained due to the legacy of fine historic buildings and places, suitable adjoining sites to accommodate the growth of Leamington town centre should be identified.

Why was there no consideration of the creation of a new settlement (similar to Southam) - possibly near A46/J15 where there are direct links to road network. Why was there no consideration of the option to disperse growth across the District which was preferred by the public from the initial consulation?
