I wish to object to the overall plan to build 8,100 new homes in Warwick and specifically on the area of restraint, phase 1E on the 'Core Strategy Preferred Options' document Plan 5. There are many reasons why this should not go ahead.

Shocked and dismayed to the proposed development because of the existing traffic congestion on Myton Road at peak hours and the traffic congestion in Warwick town centre, where it is already difficult to park. The additional housing would exacerbate this problem. The area cannot accommodate without detrimenting from the attractive environment of both Warwick and Leamington Spa

The Preferred Vision for Warwick District to 2026 (page 16) does not adequately reflect the importance of tourism in Warwick District. The only reference to tourism is in relation to the Royal Leamington Spa Conservation Area and important historic buildings. We suggest that item 10 is expanded to recognise the importance of tourism to rural areas. We would suggest that this is reworded as follows:
"10. An area with a strong agricultural economy that has developed and diversified with Stoneleigh Park at its centre and a vibrant rural tourism industry supporting attractions of regional significance."

The Core Strategy should tell the story of a place - where it is, where it is going, and how it will get there. It should clearly identify the priority issues that it is seeking to address. these issues should then inform the vision which should set out how the District will look and operate by 2026. The objectives should set out how the outcomes outlined in the vision will be achieved. Further work on the vision and objectives is required to make it more distinctive to Warwick District and, where possible, place-based.

1) significant proportion of population lives in rural communities. They should be protected from urban development and nurtured. Vision gives more attention to conserving buildings than communities.
2) No vision is provided for growing problem of ageing population. Will be greater numbers 65+ and active elderly requiring independent living with support and social facilities - could be helped by the retirement village concept, releasing family homes to housing market.
3) Statement 3 should be extended to include provision of more Warwick University Halls of Residence to release family homes. Would reduce student travel time, travel costs and CO2 emissions.

Objects to housing proposals on Land at Lower Heathcote Farm, Land West of Europa Way, Land at Woodside Farm, and Land South of Sydenham and East of Whitnash.
Queries position that 10,800 new homes are required for the period to 2026 and feel that the numbers that these assumptions have been based on have not been validated. The predictions for growth in the Core Strategy are based on the period of additional house building between 2001 and 2006 driven by inward growth from Coventry and Birmingham and not on local need - large number of proposed houses contradicts the vision

We welcome the references in paragraph 1 to '....creating high quality safe environments with low levels of waste and pollution and make a meaningful contribution to addressing the causes and potential impacts of climate change' we suggest adding 'flood risk, biodiversity, landscape and air quality' to the end of this sentence.
We welcome the references in paragraph 9 to 'linked wildlife-rich nature reserves and areas', recognizing the fact that biodiversity is not limited to protected sites and requires policies that protect and enhance connections between sites to enable movement and colonization of new areas. We would prefer to see the words: Warwick District will be renowned for having a 'strategically planned and interconnected network of green infrastructure' inserted into this paragraph to recognize the fact that green infrastructure should a primary consideration in spatial planning.

Please place on record our total objection to any housing development in the Kings Hill area. We have over 400 members, many local, who are threatened by the building of houses on the ASSC sports fields and taking away another social centre at the heart of the Finham community.
As a sports and social club we moved from the west of Coventry at the end of the 1980s , we are happy where we are and do not want to move again.
