Object to the technical grounds for dismissing development on land to the east of Stratford Road, e.g. flooding, odour and landscape impact. There may be technical solutions to the flooding issue, no odour tests have been undertaken that demonstrate an obstacle to development, and will not have an adverse impact on Castle Park.
The site is suitable for employment as part of a mixed use development.
Do not believe a credible evidence base exists.

The site of the former North Leamington School should no longer be counted as an existing employment commitment; that it should be able to be redeveloped for residential, or for other appropriate use, and that the current policy presumption favouring employment redevelopment should be deleted.
As a residential opportunity, the site is fully deliverable, available, suitable and achievable.

We consider land at Campbell House is suitable for commercial development:
- Redevelopment would allow for a more cohesive and better quality development;
- Highly sustainable location;
- Excellent access to the road network;
- On a bus route and cycleway;
- Highway improvements unlikely;
- Flood Zone 1 and no risk;
- Commercial development could be designed so as not to be odour sensitive, for example as a sealed unit;
- Agricultural value is limited;
- Appropriate commercial location for development;
At the very least, the Area of Restraint should be removed to allow redevelopment.

- The site is not part of the wider landscape;

- Well screened from Old Budbrooke Road by existing vegetation;
- Access can be gained from the site frontage.

Insufficient work has been done to date to be certain that the Preferred Options can accommodate the housing numbers and infrastructure. The Core Strategy should therefore contain flexibility to allow for the appropriate planning of the area, and therefore suggest the inclusion of the land south of Gallows Hill as an employment option.
If it was inappropriate to put employment on the Preferred Option sites it would provide some flexibility. It could also accommodate elements of social infrastructure serving other growth areas.
Do not accept that the development of the land would affect the setting of Castle Park.

The land at Longbridge, Stratford Road, Warwick is not impacted by flood risk (agreed by the Environment Agency). The provision of an odour control scheme at the adjoining Sewage Works will reduce odours to an acceptable level on part of the site. Landscaping is recommended to address visual impacts on Castle Park. There are no constraints in respect of highway matters.

There is a need to identify further land for employment as there is a shortfall of some 18ha against draft RSS figures. There is also likely to be a requirement from Coventry City.
It is appropriate therefore to re-allocate the land south of Finham as a strategic hi-tech employment location and redistribute the housing elsewhere.

The reference to the potential contribution of expansion of Warwick University to employment land should be deleted because the Examination into the RSS Phase 2 Review conceded that the University expansion would not contribute to B1, B2, B8 employment development.
The document merges high tech and offices which creates a conflict with PA13B of RSS2, PPS6 and draft PPS4 and could lead to out-of-centre office development. If 45,000 sqm is developed in and around Leamington Town Centre in line with emerging RSS PA13B, this would only account for 28% of total provision, well below target of 65% in RSS.

Recognise change in nature of employment and its reducing demands on land, look carefully at reallocating some of land currently zoned for employment use and see if it would not be better zoned for residential use. More likely to be case with Leamington than Kenilworth. Particulalry important to continue to encourage diversity of employment and provide employment for less skilled. In general would also hope there could be maximum opportunity for local people to have access to training for local jobs. The Queensway Estate is very underutilised at present as industrial land and it might be better used for housing.
