Biggest problem would be removal of the area of restraint shown as planned development 1E, west of Europa Way. This AOR should maintain to separate Warwick and Leamington. It is excellent agricultural land and provides habitats for much wildlife.

Natural Environment
The Parish Council does not agree that all reasonable options have been identified. Areas of restraint are not a sufficient instrument to adequately protect the environment. This is demonstrated by the ease with which the existing areas of restraint are being rubbed out by the Preferred Options Paper. They amount to window dressing and do not, in reality, offer any additional protection over Rural Area Polices. AORs need to have the same status as green belt. Further thought needs to be given to how protection to the natural landscape can be increased. Rural Area policies apply to all the real countryside. Greenbelt is an artificial measure to prevent conurbations joining where severe pressure for development would otherwise occur. But this makes real countryside ie from the south of Leamington to the Oxfordshire boundary less protected than greenbelt. Hence the current attack on greenfield by WDC in an attempt to satisfy unreasonable demands of the government.
As conservation is onerously rigorously enforced to old buildings, it also ought to be applied to landscapes and countryside in so far as development is concerned.
The proposed AOR north of Bishops Tachbrook must be extended to Harbury Lane to the north, to Europa Way to the west and to the Fosse Way to the East. It will be meaningless if it cannot be given the status of Green Belt. Existing AOR‟s should be respected and maintained. We do not support the Council‟s Preferred Option.

Strongly support retention of existing green belt designations and their selective expansion where this assists deliver more sustainable patterns of development. Green belt policy outstandingly successful in delivering prime objective of urban containment and is one of best understood and most popular planning measures with public. Green belts continue to provide access to open space for urban population and play key role in inner city regeneration. Opposed to any relaxation of green belt policy unless
exceptional localised circumstances. More detailed assessment of landscape character and quality for district is still vital to inform proposed allocations of development on greenfield land.

The Consortium fully supports the removal of Land west of Europa Way from AOR policy.

The Consortium believes that Land West of Europa Way site is not justified as AOR land as it fails to fulfill a number of AOR purposes. Principally, the site is excluded from public view, and there is no public access to or through the site; it therefore fails to be of benefit to the local population as it would not 'retain attractive landscapes and open spaces within and adjoining the urban areas for the benefit of the urban population'

The Preferred Options Core Strategy proposes retaining a small portion of AOR on WISF playing field land. WISF believes that, given the stated purpose of AOR we see no justification or logic in its proposed retention on the playing fields in this location.

The land is not covered by any national landscape designations but instead consists of functional sports pitches which are afforded protection by open space and recreation policies.

The playing fields do not provide a fundamental role in separating Warwick from Leamington Spa nor do they contribute to the character and attractiveness of the urban area.

The objection relates to land to the south west of Radford Semele.

In summary the Area of Restraint between Radford Semele and Leamington Spa is overly expansive. Designation of the objection site as an Area of Restraint is not necessary to prevent coalescence between Radford Semele and Leamington Spa and is not essential with regard to the visual perception of the Area of Restraint and the openness between Radford Semele and Leamington Spa. Finally, designation of the site as an Area of Restraint would place an unnecessary restriction on the site should it be required to meet future land supply requirements.

We do not object in principle to the designation of an Area of Restraint between Heathcote Farm and Bishops Tachbrook. However, the boundary should be amended adjacent to the village in order to allow for some limited development and should therefore follow the line of the most northern part of the village. The boundary should also be flexible to allow for local services and facilities.

The designation between Leamington and Radford Semele should also be amended to allow for some limited development adjoining the village. The exact line should follow the most western part of the development.

Land at South Sydenham is a legitimate peripheral development opportunity for inclusion in the Core Strategy. The Area of Restraint designation should be amended to accommodate the development.
