Crynodeb o'r Gynrychiolaeth:

The proposals to build 100-150 houses in Bishops Tachjbrook are excessive. The local housing needs survey showed a need for 14 houses. A mixed development of 25-30 houses could deliver 100 affordable houses.

Why are villages closets to the towns consider Primary Services Villages? This could result in the villages being subsumed in the future.

The villages school and doctors could not cope with this level of new housing.

Crynodeb o'r Gynrychiolaeth:

The Bishops Tachbrook housing needs survey indicated that 14 houses were required for the village, not 100-150 as proposed. The RDS proposals therefore lack research and integrity. The proposals would diminish village life and together with other developments would envelop the village in urban sprawl, damaging its character. and putting an unreasonable strain on infrastructure (roads, schools, amenities etc).

A housing needs survey shows Bishops Tachbrook on requires 15 additional houses. So why ar so many proposed for the village. Articifically high numbers will result in more migration and commuting.

Crynodeb o'r Gynrychiolaeth:

The village housing needs survey shows a needs for 14 more homes. The proposals for 100-150 are not justified. Such proposals will have negative impacts on the landscape, health and infrastructure of the village

100 to 150 new homes at Bishops Tachbrook is excessive, the housing need survey identified a local need for 25 to 30 homes for the next 15 years.

Objects to the 100-150 homes intended at Bishops Tachbrook. The village should be kept as it is with no development on Green Belt Land.

Crynodeb o'r Gynrychiolaeth:

The Bishop's Tachbrook Housing Needs Survey identified a need for only 14 homes. Where is the evidence to support 100-150 homes? Why are this many needed when the South Sites have already been allocated 3,400 homes?
This amount for the village is unacceptable on visual and environmental grounds and also because of lack of infrastructure.

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Reject the proposal that Bishop's Tachbrook has to have 100-150 new houses.

No clear reasons are set out why PSV's should have 100-150 new houses and SSVs 70-90. If it is based on population it could as well be argued that smaller and medium sized villages should be allowed to grow more in order to balance up with larger villages. There is no intrinsic merit in large villages getting much bigger whether absolutely or in proportion to their existing size.

It cannot be the intention that large villages become the size of small towns.

Bishop's Tachbrook village consists of about 750 houses, so that the additional number would represent a 13 - 20% increase. Such incremental growth would be excessive and dilute the village atmosphere.

Residents have stressed that their reason for choosing to live in BT is that they wish to enjoy village life. In Parish Plan survey residents emphasised that they are passionate to retain the rural setting of the village; and in this regard consider the agricultural land that currently separates village from the southern edge of Leamington and Whitnash as critical.

(Happily people living in Warwick Gates and Whitnash share the same view!)

Illustrative photo (submitted) shows clearly the compact form of the village. There are no obvious spaces to accommodate 100 plus new houses. New residents living on a periphery estate would feel remote form the village centres and may find it difficult to integrate with existing residents.

The school, shop, club and pub do not require sustaining by population growth - and unlikely to benefit given propensity of estate dwellers to jump into their cars.

The Housing Needs Survey conducted in 2008 resulted in 14 new dwellings being required to meet local needs - on the basis that 10 of these were affordable and using the 40% norm that infers a top line figure for new housing of 25.

This figure broadly confirmed in June as part of Parish Neighbourhood Plan engagement. 68% of respondents felt that the village need was for 0-14 houses, with the balance of respondents suggesting higher figures, but declining markedly over 100.

Urges WDC to trust this community via its on-going Neighbourhood Plan process to arrive at a realistic figure; and to continue its discussions with owners of property both within the village boundary and adjacent to the envelope.

This less rigid approach is essential if the Council's Strategic Vision "to make Warwick District a great place to live, work and visit" is to be achieved.

Crynodeb o'r Gynrychiolaeth:

Bishops Tachbrook, seems to have been chosen as a Primary Village for expansion, but this is based on a poor premise and seeks to alter the dynamic of a successful village. A village has a distinct identity and the boundaries shouldn't be needlessly expanded.

The views from the village are of rolling countryside, which would be slowly eroded and the distinct spacing that allows the village to function as a village (rather than as an addon to a new development or Warwick Gates or Whitnash) will be lost. There is real history to the village which would be lost forever.

Extra housing and increased attendance at the school will cause more congestion and be dangerous to pedestrians and drivers. The size of the existing roads fits with the size of the village and to expand or widen the road network would again destroy the soul and history of the village, which should be retained for future appreciation by others. Adding on an extra 100-150 houses is also unnecessary, and again a very high volume where the need is not supported or proven.

Crynodeb o'r Gynrychiolaeth:

-150 homes are proposed for Bishop's Tachbrook. The local need from the housing survey is for 14.150 extra houses which is too many for the surrounding village.
-I have lived in the village for 15 years and I am worried thaty this village with its views are just going to be part of a sprawling housing estate between Warwick, Leamington and Whitnash.
-The rapid growth in population would put heavy pressure on hospitals and schools. In Bishop's Tachbrook there is just one school. The Greenfield development would be car dependent and unsustainable.

Crynodeb o'r Gynrychiolaeth:

Furthermore, if history is to go by, implementation of much smaller yet important infrastructure was very much an afterthought that caused great inconvenience to residents of Bishop's Tachbrook. No provision has been made to alter the T-junction where Mallory Road meets Banbury Road at Bishop's Tachbrook. It is impossible to exit the village at many times of the day already. Bishop's Tachbrook is now an unsafe rat-run for commuters. The installation of traffic lights at Oakley Wood Road and Harbury Lane and have caused confusion and accidents. After a number of alterations to the junction it is still not functioning properly.
