On 10th December 2013 Cubbington Parish Council discussed the Local Plan proposals affecting Cubbington. They have made the following comments regarding site 1 (allotment land, Rugby Road) and site 2 (land opposite Willow Sheet Meadow).

Following discussion, the Parish Council agreed to raise no objection to the proposals and feel that the proposed 75 dwellings are much more acceptable than the significantly higher number that had been suggested previously.

It is understood that of the 75 new dwellings a number of affordable houses will be included which will supplement the seven which have already been proposed to be built on the adjoining area off Coventry Road.

The Parish Council agreed also that assurances should be given regarding the new allotments which would be provided to replace those which would be lost. These would be regarding the location of the new allotments and that this new area would be properly prepared for allotment use. They also believe that there should be an overlap period between the closure of the existing allotments and the opening of the new ones to permit an organised transition from the old site to the new.

In addition, the Parish Council request that discussions should be held with them regarding the Community Infrastructure Levy which will become available in the event that the development of sites 1 and 2 proceeds.

When the Parish Council discussed the Local Plan on Tuesday it was pointed out that the Cubbington plan shown on page 43 of the full document is incorrect.

It has already been pointed out that, on the Cubbington plan shown on page 43 of the full document, the brown line around sites 1 and 2 is referred to in the key as the Village Boundary. This is incorrect as the boundary should encompass the whole of the village.

Please let me know if you require any clarification of the above comments.

Why does Cubbington require 75-150 new homes?
Why do the allotments need to be replaced and re-sited elsewhere?

Why do you need to destroy one set of allotments and create a new set on green belt land?
Why does Cubbington require 75-150 new homes, of which some being affordable.
Is the affordable new homes requirement not satisfied by the current new development.

Has it been taken into account that the number of over-75's in the area has dramatically increased may be due to the fact we have an old people's home in Cubbington, skewing the statistics somehwat?

Why are the following being ignored or conveniently pushed under the carpet?

-One big contradiction in the Local Plan regards the findings of the 2012 Warwick District Local Survey which states 'the allotment land [Cubbington] was not suitable due to the impact on an area of high landscape value and protecting green belt/recreation facilities'.

-'land at north Cubbington was not suitable due to the impact on open countryside in an area of high landscape value and the scale of development in relation to the existing built up area of Cubbington'.

-Public transport (via bus) is insufficient if more elderly people are to be living in Cubbington. If as stated in the report, more retired people are living in Cubbington, most of whom use their free passes on the bus, extra people from these estates will make capacity even bigger problem.

-At weekend, the village have to share the 67 bus as the 68 does not run.

-75 houses will see an increase in traffic. It is a nightmare trying to exit our driveway onto the Rugby Road at peak times.
-By using the allotment entrance/exit, a virtual crossroads will be created with its proximity to Broadway opposite. This new crossroads will be just a short distance from the Rugby Lane/Coventry Road/Church Lane junction creating another hazard.
-There are concerns for speeding traffic and accidents on the Rugby Road.
-Cubbington has flooding and sewage issues.
-The main drains from the back of houses 121 - 173A Rugby Road culminate on the allotments.

-150 homes would create issues for the local schools.
-Public transport has been noted as generally 13 - 17 minutes, this is not what we find. The latest bus from Leamington is about 6.30pm which is not good for those returning from work therefore the amount of traffic on Coventry Road and the junction with Rugby Road would be much increased and become dangerous.
-Nowhere in the document does it mention the type of houses it is proposing to build in Cubbington which would also have an impact on the area.

WDC have incorrectly identified transport provisions in Cubbington:

-Bus Service No. 68 runs every 30 minutes until evening.
-Weston has a 2 a day which pass along Rugby Road. No Use.
-No service every 13 minutes as claimed.
