This provision should be discretionary since most self-builders are unlikely to want a site being built by a volume housebuilder.
Also, suggested re-word from "On suitable sites adjacent to defined settlement boundaries to meet a district-wide need." to "On suitable sites adjacent to existing settlements to meet a district-wide need.
Those suggested changes would be consistent with the results of earlier consultation outcomes.
Site 515 is an ideal site for Custom and Self Building Housing. The Districts’ planning policies should encourage this on smaller sites. Allocation of Site 515 would ensure that the Council is making adequate provision as required.

Deeley Homes generally support the overall principles of Draft Policy B.
Deeley Homes are supportive of the draft policy criteria in relation to unallocated Self-Build and Custom Build Housing sites, specifically in relation to suitable sites which are adjacent to defined settlement boundaries to meet a district-wide need.
Deeley Homes do however raise concerns regarding the delivery of self and custom build housing as part of larger housing developments and considers that the focus of self and custom build delivery should be on specifically allocated smaller sites. Please refer to full response for further details.

The best way to deliver self and custom build homes to meet identified needs is to allocate specific sites designed to cater for such homes. Sites will be smaller by their nature, and therefore more responsive to market demand and more likely to be attractive to those wishing to develop their own homes. Larger sites can only efficiently be developed by the major housebuilders, and the inclusion of self and custom build within their developments can create health and safety and operational difficulties when homes in areas are being built by multiple developers to different timescales and standards.

Do not agree at all with this. Local needs development and self-build fulfil different purposes.
Local needs dwellings must fulfil an identified local need and be supported by the local community.
Self-build does not need to meet local need to be acceptable in planning terms and does not need to be supported by the local community, excepting that it meets local planning policy.
Self-build is a niche and low-volume way of delivering housing. It is for individuals who wish to design a home to their own standards. Mixing this up with affordable local housing is confusing.

Draft Policy B (Providing Custom and Self Building Housing Plots) states that on sites greater than 100 dwellings, “5% of the developable area of a site is to be made available for the provision of self-build and custom-build homes.” It is agreed that a proportion of large-scale sites should deliver plots for custom and self-build. However, the current wording has the potential to place undue pressure on sites with large developable areas, particularly those which may not be delivered as entirely residential.
We recommend the wording is amended to 5% of the plots to be made available rather than of the deliverable area. In our view, the approach is more transparent and indeed places a fair requirement across all sites.

I would welcome the emphasis given to self- building in providing wider options for home buyers. I also welcome the desire to allocate small allocations and unallocated sites – but not simply as part of large sites. Self-builders do not tend to wish to live on large strategic sites – nor do they naturally fit within large ‘industrial scale’ housing schemes. Furthermore, the building styles, construction methods, timescales and working hours do not correspond between the two. This approach seems merely to be a simple way of accommodating large numbers of self-build homes to demonstrate they are meeting their register requirements. The Councils need to think again and allocate a large number of smaller sites in places more suited to self-builders. This policy needs to be re-written.

We object in principle to this policy.
Self build plots meets a specific need within the SWLP area, and it is appropriate to plan for the delivery of
self build properties, however the provision of 5% of all sites of 100 houses or more is a wholly
unacceptable approach to delivering on need.
Self build plots set within spatial growth sites will result in sites becoming piecemeal, it will be more
challenging to first development and then implement Design Coding, our experience is that self build
demand is low where such plots are set within a much larger strategic scale development, the servicing of
individual plots becomes problematic, and given the inherent risk associated with the set aside and
delivery of self build plots it makes the commitment to infrastructure more difficult.
The alternative approach is for the SWLP to expressly allocate sites specifically for the delivery of self build
plots and no other purposes. In this way Design Codes can be prepared reflective of the specifics of the
delivery of self build plots, planning permissions can be granted with site specific conditions and
obligations which are bespoke to the nature of self building, and infrastructure requirements and delivery
triggers drafted in a manner reflective of the timing issues around self build delivery.
