Seven Homes support high quality design. The overarching strategic design principles align with national policy.

The policy direction refers to 20-minute neighbourhoods, which the SA notes would result in positive impacts for many SA Objectives. The policy should clearly define the principles of such neighbourhoods. This may be based on the Town and Country Planning Association (TCPA)’s 20-minute Neighbourhoods guidance (March 2021). It will be necessary to clarify that meeting these principles may not be possible for all developments, particularly in more rural locations. 20-minute neighbourhoods are typically associated with urban areas - existing towns, urban extensions, and new settlements. It is easier to deliver facilities and services in denser areas. Higher densities may not be appropriate for all sites, particularly in rural settlements, as recognised in Paragraph 130 of the NPPF.

The TCPA’s guidance acknowledges the challenges of implementing 20-minute neighbourhoods in rural areas, noting two approaches:

• Focus on achieving a complete and compact 20-minute neighbourhood nearby such as a local market town, which residents in comparatively smaller settlements can travel to.
• Create a network of villages that collectively provide what most people need for their daily lives. This aligns with NPPF Paragraph 83, which states development in one village may support services in a village nearby.

NPPF Paragraph 82 states thousing developments in rural areas should meet local needs and Paragraph 83 that this should be located where it will enhance or maintain the vitality of communities. It will be important for the Councils to justify inclusion and promotion of 20-minute neighbourhoods in the next stage of the plan if this is to become a central part of this policy.

However, it is noted that this is a “Policy Direction” that will be refined into a full draft policy in the Pre-Submission SWLP. It is, therefore, uncertain what the practical implications of the design principles will be at the present time. It is consequently difficult to comment further on the suitability or otherwise of a strategic design policy given the lack of detail and we reserve the right to comment on this at a later stage.

Caddick Land supports Draft Policy Direction 25 - Strategic Design Principles insofar as the Policy seeks to support neighbourhoods which provide for and meet local needs, including:
 Considering mix and amount of development and getting the right range of complementary
uses.
 …Ensure[ing] that the built environment provides healthy and inclusive communities through spatial planning.
 …Support[ing] and provid[ing] for community needs through appropriate physical and social infrastructure, as well as making sure there is sufficient land provision for play, sport, and recreation.

However, as described previously within this representation, the above principles (and others within the Policy) will not be realised in non-strategic locations without a positive approach to allocating sites for development.

This is recognised in the second bullet point highlighted above, that these principles are achievable through “spatial planning” i.e a positive intervention.

At present, the SWLP does not propose any sort of spatial planning beyond strategic growth locations or new settlements.

The principles of the draft policy directions align with Chapter 12 of the NPPF by achieving ‘well- designed places’. The Estate recognise the importance of this to support sustainable developments within both local authority areas. A key ambition of the Estate is to design high quality, well designed places that harness sustainable design and construction techniques whilst being sensitive to local characteristics of an area.

South Warwickshire is predominantly rural in character and as identified within the SWLP, the predominant form of transport is the private car. It would therefore be unrealistic to expect that all development will function as 20-minute neighbourhoods, as is more commonly seen in urban areas within other parts of the UK which benefit from significant public transport infrastructure. As recognised within the SWLP, in rural areas, a network of villages could collectively provide for the day-to-day needs of its residents, rather than a 20-minute neighbourhood approach.

The SWLP should seek to identify sites for housing across the Plan area including in the rural areas, such as land to the north of Tailor’s Lane in Upper Quinton. Policies should be developed which support new development in these areas which also enhance pedestrian and cycle connectivity and the provision of electric vehicle charging, to encourage more sustainable modes of travel. The proposed development at Tailor’s Lane would provide improved access to the PRoW network within Quinton, through new footpath connections within the site and connected to the public footpath to the north/ north-east. Electric vehicle charging points would also be provided to all new homes as standard, to promote more sustainable alternatives for private travel, to access facilities within the local villages to serve the daily needs of residents.

7.1.
The delivery of high quality design is supported, and it is considered that the overarching strategic design principles align with national policy.
7.2.
The policy direction refers to 20-minute neighbourhoods, which the SA notes would result in positive impacts for many of the SA Objectives. The policy should clearly define the principles of such neighbourhoods. This may be based on the Town and Country Planning Association (TCPA)’s 20-minute Neighbourhoods guidance (March 2021). It will also be necessary to clarify that it may not be possible for all developments, particularly in the more rural locations across the district, to meet these principles. Indeed, 20-minute neighbourhoods are typically associated with urban areas - existing towns, urban extensions, and new settlements. It is easier to deliver 20-minute neighbourhoods by providing facilities and services within denser areas, and high densities may not be appropriate for all sites, particularly in rural settlements (NPPF §130), which suggests that local character should be taken into account when considering the most appropriate density for a site, and where rural needs with regards to housing should be considered, as well as ways in which the vitality of villages can be enhanced (NPPF §§182 and 183).
7.3.
The TCPA’s guidance, in Section 4.3, acknowledges the challenges of implementing 20-minute neighbourhoods in rural areas, noting that there are two approaches:

Focus on there being a complete and compact 20-minute neighbourhood within the wider area, such as in a local market town, which residents in comparatively smaller settlements can travel to.

Create a network of villages that collectively provide what most people need for their daily lives. This approach aligns with NPPF §83, which acknowledges that development in one village may support services in a village nearby.
7.4.
It will be important for the Councils to justify the inclusion and promotion of 20-minute neighbourhoods in the next stage of the plan if this is to become a central part of this policy.
