Radford Semele Parish Council supports the option identified, but it is undermined because other sites put forward by developers are still being considered. These other sites should be deleted.
The District Council should challenge the governments housing targets for the area.

Radford Semele Parish Council objects to sites 65, 98, 142, 182, 209, 225, 575, 658, 664 and 700 being included in the sites still under consideration, detailed comments for each sites are set out above. Inclusion of these sites is contrary to the overall strategy set out in the consultation document.

Carefully selected sites for new developments may provide part of the solution, but the sites should not be in locations which put infrastructure, highways and services under excessive pressure.

Radford Semele Parish Council welcomes the proposal for built up area boundaries and for the use of Neighbourhood Plans as an appropriate mechanism for making housing and employment allocations in smaller settlements.
Keeping under consideration the large number of sites put forward by developers which are neither in the strategic growth locations nor any potential new settlements and are over one hectare in size is entirely inconsistent with the overall approach to development set out in the consultation. These sites should be excluded from consideration.

‘Radford Semele Parish Council understands the requirement for co-operation with
neighbouring authorities. The parish council’s impression is that the calculation of figures for
the accommodation of the growth needs in Coventry and Birmingham and the Black Country
has been contentious and it believes that the current government has not made this any
better.
Given the amount of growth which has been accommodated in South Warwickshire recently
the parish council believes that the SWLP should provide for the minimum level of out-ofarea growth which is acceptable.’

An unfortunate feature of the planning system is that the necessary infrastructure to
accommodate new developments is often delayed or simply never provided. There are
clearly, issues about the adequacy of the transport infrastructure in Warwick District. There
are also questions about water and sewerage capacity and electricity capacity. Similarly,
education, health and other community facilities are not always provided.

‘ Radford Semele Parish Council recognises the purpose and benefits of the national Green
Belt policies. This must be set against the importance of ensuring adequate protection for
green spaces and open land elsewhere in South Warwickshire. For instance, Areas of
Restraint or Separation such as that which prevents the coalescence of Radford Semele with
Leamington Spa/ Whitnash can be just as valuable.
There is capacity within the Green Belt to accommodate more development without
compromising the fundamental purpose of the Green Belt.

Radford Semele Parish Council supports the overall approach to sustainable development:-
In particular: -
- Growth should be allocated to the strategic growth sites, any new settlement sites and
areas below one hectare in size. Other sites put forward by developers should be
removed from consideration. Otherwise, development will be random, inadequately
planned and insufficiently supported by infrastructure
- There should be a balanced approach taken to the protection of the Green Belt and
sufficient weight given to the protection of green spaces and open land elsewhere in
South Warwickshire’
