The work of the Local Planning Authority and the Highways Authority requires much better
co-ordination in relation to the highway capacity needed to service developments. There are
many inadequacies in the highway network. Some of these are unavoidable because of old
historical layouts but others are more recent and stem from poor integration between land
use planning and transport planning.
The highway infrastructure required for new developments should be installed upfront not
after the development has taken place.

as local as possible. Consequently, it would suggest deletion of the option to locate gains
anywhere in England and the option to purchase credits.’
