This is important. There has been a move to increasing the density of housing with smaller gardens and narrow roads. This needs to be resisted and appropriate densities determined and adhered to in planning.

Any housing needs survey should inform this decision when a planning application comes forward. All residential buildings should be lifelong enabled. The statement that 1- and 2-bedroom homes must be built with bedrooms capable of satisfactorily accommodating 2 occupiers in each bedroom should be supported.

Agree with policy direction of negotiated stopping places with appropriate facilities and expect that this will give more clarity and speedier resolution where non-negotiated stopping places are used. Accommodation for travellers there should be an element of self build in the large settlements.

If Wellesbourne is to be included in the COA then significant improvement is needed to public transport and active travel measures. The capacity of A429 also needs to be considered.

On page 79 MIS.8/MIS.9 there appears to be a lack of synergy with the plan identified in MIS8 and MIS 9 on page 81 to develop the sites of the campus and the airfield to be mutually beneficial with the idea of further industrial development of storage on the airfield site. It also is not fully compatible with Draft Policy Direction 16- Airfields. Wellesbourne Airfield second bullet point. Airfield related development.
We agree that linking MIS8 and MIS9 would have additional benefits in the creation of high value employment opportunities at the airfield site.

We strongly agree with the proposal to safeguard the aviation function of Wellesbourne airfield but it needs to be clearer what this means in practice i.e. capacity to deliver to the same volume/ type as currently otherwise it will be a watered down version (single runway/ no helicopters etc). Development of storage/ distribution capacity on the site will exacerbate road transport issues, specifically A429.
There appears to be a lack of synergy in the policies MIS.8/MIS.9 on pages 79 and 81 and this Policy 16. Clarification is needed.

In this draft policy, Wellesbourne is identified as a local centre. The document states on page 100 that it is considered to be adequate. This is in a list including Alcester, Shipston on Stour South. It cannot be said that we reflect the adequacy of those Local Centres. It would be interesting to see a criteria. The village is underprovided with retail provision.

In general, we think this is satisfactory although limited in its aspiration as more creative use of spaces should be explored for solar energy, for instance the use of off the ground panels in car parks.

The proposal to introduce a climate change checklist - having seen the current version of this in various planning applications it appears to be tokenistic so not much point unless it actually has an impact on planning decisions.
